Job Description

MISSION STATEMENT:

SCOPE OF POSITION:
General Statement of Duties:
Plans, organizes, and completes facilities supervision services for the Eaton Area Park & Recreation
District. Provides professional and technical staff assistance. Performs skilled and semiskilled work in the areas of building & grounds maintenance and management including, turf, landscaping and irrigation management, knowledge of HVAC, electrical, plumbing, pool & pump room, and other building systems, and the ability to manage personnel effectively.

Supervision Received: Works under the direction of the Eaton Area Park & Recreation District - District
Director.
Supervision Exercised: Supervises Grounds and Facility Division staff.
FLSA Status: Full-time Exempt
Hiring Range: $75,000 - $85,000

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination, or advancement of employees. Schedules employees, assigns work, and monitor’s progress; counsels, trains, and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations. Assists with the hiring of seasonal work force for park and facility operations.
  • Performs and manages outside maintenance including irrigation repair, mowing, snow removal, watering, landscape maintenance, planting, fertilization, clean-up, and repairs to equipment.
  • Administers preventative maintenance of equipment including motor vehicles, mowers, trimmers, and sprayers to ensure efficient and safe operation. Prepares and recommends equipment specifications for park and facility maintenance.
  • Develops and manages the grounds and facilities budget. Processes purchases and reviews and approves invoices for payment.
  • Maintains inventory of building/grounds supply and makes necessary purchases to always keep items of necessity in stock.

COMMUNITY OPPORTUNITY TRUST

  • Plans, implements, and monitors in-house maintenance projects. Directs work assignments to ensure deadlines are met.
  • Responsible for monitoring equipment such as HVAC, security alarms, and key distribution.
  • Reports on facilities during closing hours, as necessary.
  • Reports all potential public safety hazards, mechanical repairs, and maintenance requirements to the District Director.
  • Manages snow removal operations for the Eaton Area Community Center, Athletic Complex, and trails.
  • Ensures quality turf growth and live plant/tree viability through best management practice techniques.
  • Coordinates the maintenance of sports fields with recreation programming staff to ensure fields are prepared and safety standards are met.
  • Responsible for the overall maintenance of the Eaton Area Community Center. Including maintaining cleanliness, performing, or coordinating annual inspections and maintenance of facility equipment, and the ability to make or coordinate repairs when necessary.
  • Schedules staff for daytime and afterhours cleaning, room/event setups and teardowns.
  • Coordinates daily maintenance, repair, cleaning, setup/teardown schedules.
  • May perform emergency or routine maintenance on equipment, buildings, vehicles, machines, and grounds.
  • Develops partnerships within the community and outside agencies to ensure positive public relations.
  • Works in partnership with Recreation Division staff to ensure proper maintenance and use of the facility; reviews and inspects facility and operations for safety hazards and other potential problems.
  • Creates and implements processes to ensure safety, checks and balances, and efficiency.
  • Maintains and manages ballfields and may be responsible for the management of ballfield tournaments.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of parks and facilities maintenance and operations.
  • Oversees the development and implementation of goals, objectives, and work plans. Researches and makes recommendations on departmental policies or procedures. Develops and ensures compliance with policies, procedures and standards of quality and safety.
  • Assists in providing leadership and direction to district programs and projects.
  • Performs ongoing evaluations of programs and operations to ensure established goals and standards are met.
  • Attends Board of Directors meetings as needed.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Assists with planning and organizing special events as needed.

QUALIFICATIONS:

Education and Experience:

  • Three years progressively responsible professional experience in turf, facility, and personnel management experience. Equivalent combinations of education and experience may be considered.
  • Bachelor’s or trade degree preferred, related and relevant experience in the field of study will be considered.
  • Must successfully pass all required employment screens that may include but not be limited to: o Drug screen o Criminal Background Check

Licensing and/or Certification Requirements:

  • Current First Aid, CPR and AED certification
  • Valid Colorado Driver’s License
  • Possession of a qualified applicators license mandatory.
  • Qualified applicator certificate, and/or agricultural pest control adviser license is desirable.
  • Ability to obtain within three months of employment: o Blood Borne Pathogen certification. o Certified Facility Manager preferred. o Certified Pump Room Operator preferred. o Certified Sports Field Manager preferred. o Northern American Technician Excellence (NATE) preferred.

REQUIRED KNOWLEDGE AND SKILLS:

  • Knowledge of irrigation design and operation principles.
  • Knowledge of turf management principles.
  • Knowledge of basic plumbing, electrical and carpentry principles.
  • Knowledge of motor vehicles and operating equipment mechanics and maintenance.
  • Knowledge of centralized irrigation control systems.
  • Knowledge of the principles and practices of management including organizational development, budgeting, employee supervision, and training.
  • Skill in operating a wide array of motorized equipment.
  • Skill in developing and monitoring. and maintaining division budgets.
  • Skill in the safe and lawful operation of a motor vehicle.
  • Ability to learn recreation and maintenance program software in order to train, coach and lead staff in its use.
  • Ability to supervise, direct and train employees.
  • Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications, electronic mail and software applications for sports field and facility reservations, communication, and marketing.
  • Ability to develop and implement goals, objectives, and work plans.
  • Ability to develop, recommend, and apply policies, procedures, standards, and guidelines.
  • Ability to understand and follow verbal instructions as well as full capability to read and interpret written documents and manuals.
