The purpose of this position is to provide oversight and direction to the Recreation Division operations. This is accomplished by managing the Recreation Division and the activities of various recreation, athletic, aquatic and senior programs. Other duties may include overseeing activities of staff and volunteers, overseeing the budgetary process, managing revenue, serving as a liaison between the Recreation Division and other divisions, departments and outside agencies, and interfacing with other City employees and citizens. This position provides highly responsible and complex administrative and technical support to the Assistant Director. This position provides direction to other employees.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.


  • Manages the Recreation Division by coordinating activities of the athletic, aquatic and recreation programs, facilities, special events, activities and operations, including swimming facilities and senior citizen center and programs.
  • Oversees activities of staff and volunteers by planning, coordinating and directing daily duties, assigning work activities, projects and programs, reviewing and evaluating work products, methods and procedures and by meeting with employees to identify and resolve problems.
  • Selects, trains, and evaluates personnel; meets with employees to correct deficiencies; implement discipline and procedures and participate in termination proceedings.
  • Participates in the development and administration of the division's annual budget, participates in the forecast of funds for staffing, equipment, materials and supplies, monitoring and approving expenditures and implementing adjustments.
  • Responsible for managing revenue, ensures projections are accurate and revenue goals are met and establishes cost recovery measures.
  • Serves as liaison between Recreation Division and other divisions, departments and outside agencies by negotiating and resolving issues, working with the City's senior management staff, boards, commissions, officials and other staff towards the successful development and administration of the City's athletic, aquatic and recreation services.
  • Provides various administrative services by supervising pool and facility rentals, overseeing building and facility maintenance and operation and by responding to difficult and sensitive citizen inquiries and complaints.

Job Requirements

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:


  • Bachelor’s degree plus five (5) years of relevant work experience; OR
  • Associate's degree plus nine (9) years of relevant work experience
Other combinations of education and experience may be considered.

Overall Physical Strength Demands
  • Light - Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.

Supplemental Information

Reading

Intermediate - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Math
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.

Writing
Advanced - Ability to write editorials, journals, speeches, manuals, or critiques. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.

Managerial
Receives limited directions. The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.

Budget Responsibility
Oversees budget preparation of a department budget. Reviews and approves expenditures of significant budgeted funds for the department or does research and prepares recommendations for city-wide budget expenditures.

Supervisory / Organizational Control
Work requires managing and monitoring work performance by directing subordinate supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

Complexity
Work requires analysis and judgment in accomplishing diversified duties. Requires the exercise of independent thinking within the limits of policies, standards, and precedents.

Interpersonal / Human Relations Skills
Decisions regarding establishment of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations.


Health & Dental Insurance
The City of Allen offers a choice of two PPO Medical Plan options for full-time employees. Vision insurance is included through enrollment in either of these plans. Employees also have the option of participating in an indemnity Dental Plan. Coverage is available to all full-time employees and their dependents under these plans at group rates. Employee insurance coverage goes into effect the first day of the month following 30 days of employment.

Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $250,000 for each benefit.

Long-Term Disability Insurance is provided at no cost to full-time employees.

The City of Allen also offers optional programs that include Short-Term Disability, Voluntary Supplemental Life, Dependent Life and Voluntary AD&D insurance group rates.

Flexible Spending Accounts
Participation in Flexible Spending Accounts through payroll deduction for Health Care and Dependent Care expenses is also available for full time employees.

Wellness Program
The City of Allen administers a wellness program for full-time employees which provides premium reimbursement for participation in various wellness programs throughout the year.

Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.

Holidays
Employees receive nine paid holidays per year, including one personal day.

Vacation
Employees with less than ten years of service are eligible to earn 120 hours per year. Employees with ten or more years of service are eligible for 160 hours per year.

Sick Leave
Full-time employees on a 40-hour workweek shall accrue 4.62 hours towards sick leave per pay period. There is no limit to the amount of sick leave hours accrued.

Retirement
The City of Allen participates in the Texas Municipal Retirement System (TMRS): All full-time employees must participate in the Texas Municipal Retirement System. TMRS is a qualified tax deferred retirement plan under Section 401 of the IRS. Seven (7%) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions. The City of Allen also participates in Social Security.

Deferred Compensation
The City of Allen offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.

Longevity
Employees who have been with the City of Allen at least a year receive $4 per month for every month worked.
