This SES Child Care Licensing Manager serves the entire Southern Region including Miami-Dade and Monroe counties. The position oversees five Child Care Licensing Supervisors and a team of more than 40. Duties and Responsibilities

Planning, program development, monitoring, technical assistance, training, budgeting, contract and grant management, and general program management for the Southern Region Child Care Licensing Unit.

Act as chief spokesperson for the Child Care Licensing Unit

Development of region specific program standards; development of region performance review standards; development of region operation procedures, operational objectives; ensures that all programs comply with applicable provisions of state and federal laws, rules and policies.

Conducts meetings with Child Care Licensing office staff, child care providers, and attends mandated state-wide meetings.

Responsible for the provision of technical assistance to operations staff and the interpretation of programmatic policy to ensure compliance with accepted practice base on statue, rule and statewide district policy and procedure.

Monthly assesses regional budget and training needs.

Assists with the development of the Child Care Unit management plans, recaps and other reports submitted on a regular basis to headquarters.

Monitors operation activities to meet the goals of the strategic plan including specific performance measures to assure compliance with statewide goals and promote the Department's business plan.

Ensures that Child Care Licensing practices and services are consistent with applicable federal and state laws; state administrative code and best practices at the direction of the Office of Licensing.

Ensures effective communication with deaf or hard-of hearing customers or companions in accordance with the ADA and/or Section 504 and shall manage service records and report this data and any resources and/or training needs to the single point of contact.

Ensure that tracking system are developed and implemented in areas of responsibility. Utilizes automated systems available to assist in the management of assigned program area.

Provides accurate assessments of staffs strengths and weaknesses and identifies opportunities for improvement throughout the appraisal period and as part of the formal performance appraisal process.

Other duties as assigned. This position will serve as the official Single Point of Contact, which is designated to coordinate the provision of auxiliary aids and services to the deaf or hard of hearing. The position will be responsible for the following:

1. Collect data on the effectiveness and appropriateness of the auxiliary aid or service provided and the performance of the interpreter provided on the Customer Feedback Form.

2. Keep records of the appropriate auxiliary aides and services on the Auxiliary Aide/Services Record as each service is provided.

3. Complete Self-Assessment Tool to evaluate DCF’s operational performance in providing appropriate auxiliary aids and services to deaf or hard of hearing persons and to identify methods to improve the provision of such auxiliary aids and services.

4. Assist designated DCF Personnel with any concerns, grievances or complaints raised by deaf or hard of hearing Customers or Companions regarding effective communication as soon as reasonably possible, with a goal of resolving all matters raised while the Customer and/or Companion is in a DCF Direct Service Facility.

5. Communicate with ADA/Section 504 Coordinators concerning services to deaf or hard-of- hearing Customers or Companions and summaries of these meetings shall be provided to the Independent Consultant; Manage service records and report the data and any resource and/or training needs to the designated ADA/Section 504 Coordinator (Civil Rights Officer).
