RESERVE ANIMAL CONTROL OFFICER$19.56 - $30.86 per hourRESERVE ANIMAL CONTROL OFFICER TRAINEE$17.60 - $27.77 per hourAPPLY BY: 3:00 P.M., MONDAY, JANUARY 2, 2023 The City of Mission Viejo is accepting applications for the position of Reserve Animal Control Officer and Reserve Animal Control Officer Trainee from qualified applicants. These are FLSA non-exempt positions in the City’s SEIU bargaining unit. The eligibility list established for this recruitment may be used by the City to fill future Reserve Animal Control Officer and Reserve Animal Control Officer Trainee vacancies. Reserve Animal Control Officers and Reserve Animal Control Officer Trainees are considered Hourly, Seasonal, and/or Temporary employees, and are not a part of the competitive service. Incumbents will work a flexible schedule, with an average of 10 to 19 hours per week, with increased scheduling during peak workload periods, but less than 1,000 hours during the assignment through the fiscal year starting July 1st and ending June 30th. Work shifts vary, between Friday and Saturday from 9:00 a.m. to 12:00 p.m. or Sunday and Monday from 12:00 p.m. to 4:00 p.m. These positions will provide animal field services for the cities of Mission Viejo, Laguna Niguel, Aliso Viejo, Laguna Hills, and Rancho Santa Margarita. The individual selected must be able to work a flexible schedule that may include, but is not limited to evenings, weekends, on-call, and holidays.

EXAMPLE OF DUTIES
ABOUT THE POSITIONSUnder direct supervision, Reserve Animal Control Officers perform a variety of duties involved in the enforcement and communication of animal services codes, ordinances, and regulations. They ensure public safety by assisting in limited animal control related duties such as patrolling areas within the City and contracting cities, to enforce animal services codes, ordinances, and regulations; issuing administrative citations; collecting fees picking up deceased animals, and transporting them for disposal; transporting shelter animals to and from local veterinary hospitals for treatment to name just a few. Under close supervision Reserve Animal Control Officer Trainees learn how to preform animal control services and promote compliance with specified local and state laws related to animal care through education and enforcement.This is the trainee level classification in the Animal Control Officer occupational series. This classification is required to learn animal care regulations and procedures using classroom study and practical guidance and perform a limited range of animal control duties. The expectation is that the incumbent successfully reclassifies into the Reserve Animal Control Officer classification within twelve (12) month of hire. MINIMUM QUALIFICATIONS
Knowledge of: Pertinent state and local laws, codes, and regulations.Identification of various breeds of dogs, cats, and other domestic animals.Principles of animal behavior and care.Principles and practices used in dealing with the public.Occupational hazards and standard safety practices necessary in the area of animal services.Basic principles and procedures of record-keeping.Modern office practices, methods and computer equipment.General principles of risk management related to the functions of the assigned area.Techniques for dealing with and solving the problems presented by a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone.Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.Safe driving principles and practices.Safe work practices.Skill in: Interpreting, explaining, applying, and enforcing laws, ordinances, and regulations pertaining to animal services.Effectively responding to calls for services.Meeting and dealing tactfully and effectively with the public.Recognizing normal and abnormal animal behavior.Handling potentially dangerous animals in a safe manner.Preparing and maintaining accurate and complete records.Preparing clear and concise reports.Working independently in the absence of supervision.Accessing, retrieving, entering, and updating information using a computer terminal.Effectively representing the City in meetings with governmental and regulatory agencies, and the public.Using English effectively to communicate in person, over the telephone and in writing.Operating and maintaining a variety of animal control equipment.Operating a two-way radio.Using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.Establishing and maintaining effective working relationships with employees and those contacted in the course of the work.Operating modern office equipment including computer equipment and software programs.Operating a motor vehicle safely.

SUPPLEMENTAL INFORMATION
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12th) grade, supplemented by college level course work in animal health care and six (6) months of experience in either the enforcement and communication of animals services codes, ordinances, and regulations and/or working with domestic animals in a veterinary hospital or other animal facility. Experience with a public agency is highly desirable. License: Must possess and maintain a valid California class C driver's license and have a satisfactory driving record. Must possess the ability to obtain a P.C. 832 certificate within one (1) year of appointment. Must reside either within Orange County or within 25 driving miles of the Mission Viejo Animal Services Center. This is necessary in order to report for emergency and on-call assignments. Newly-hired employees, or employees promoted into the job classifications identified above, shall be required to meet residency requirements within one (1) year of appointment.
