Background of this search:

We are looking for a dynamic and innovative risk management consultant who will help us change people lives in Latin America and the Caribbean by implementing several initiatives and tasks in its Treasury Risk Management (RMT) Unit. These activities are consistent with RMG’s goals to further strengthen the framework for analyzing, measuring, and managing risks in the Bank's Treasury portfolios.

The team’s mission:

RMG is undertaking a project to implement a new Investment Portfolio Analytics and Risk Management System. This new system will replace and upgrade current systems and tools required for the portfolio management, strategy, risk analytics, and compliance functions for managing income and risks in the Bank’s investment portfolio. In coordination with Bank staff, the consultant will support specific stages of the project, as well as perform related risk measurement and monitoring functions to backfill staff working on the project.

What you will do:

Project Work - Investment Portfolio Analytics and Risk Management System (ARMS)

  • Collaborate and work with RMG/RMT and the Working Group on relevant phases (design, implementation, testing) and modules in progress during the consultancy.
  • Perform a detailed analysis of existing compliance, portfolio risk metrics and analytics, and performance measurement and attribution system capabilities.
  • Participate in drafting functional requirements and a Request for Proposal (RFP) for vendor solutions on a new ARMS system and assist in the vendor selection process.
  • Assist in the implementation and testing of a new compliance and portfolio monitoring module that will replace the current Misys Global Risk compliance module.
  • Provide business guidance and support the configuration and validation of compliance rules and limits, ensuring consistency with approved risk policies and guidelines.
  • Provide business guidance and support on the implementation of portfolio risk analytics and performance measurement functionalities according to specifications.
  • In coordination with Bank staff, facilitate the design and development of dashboard reports on portfolio risk analytics, performance measurement, and compliance.

Related Risk Management and Monitoring Tasks

  • Update assumptions in models and systems to run various risk metrics including sensitivities, key rate duration, spread duration, Value-at-Risk (VaR), and stress tests.
  • Collaborate with staff in measuring and monitoring risks in the Bank’s investment portfolio to enable management to have a comprehensive view of risk positions, market conditions, and the impact of new initiatives.
  • Evaluate developments in global macro-economic factors, sectors, and industries that may impact the risk profile of the investment portfolio and present relevant developments at market meetings.
  • Contribute to the preparation of investment portfolio performance reports and components of risk reports requiring system risk metrics, including those distributed to senior management.
  • Maintain and develop dashboards on Key Risk Metrics and Indicators.
  • Implement processes for compliance monitoring of risk policies, guidelines and limits designed to control market, credit, and liquidity risks in the Bank’s treasury portfolios.
  • Perform other analyses, reviews and reports as directed by the Chief, Treasury Risk Management Unit, RMG/RMT or Lead Specialist, RMG/RMT.

What you’ll need:

  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
  • Education: Master’s degree in Finance, Business Administration, Economics, Statistics, Computer Science, or a related quantitative discipline.
  • Experience: At least 5 years of relevant experience in Treasury, market or counterparty credit risk management, asset liability management, capital markets and/or derivatives.
  • Languages: Oral and written proficiency in English is required. Proficiency in Spanish, French or Portuguese is highly desirable.

Core and Technical Competencies:

  • Excellent analytical and problem-solving skills, with a clear ability to add value to the risk management process through creative thinking and in-depth and disciplined analyses.
  • Advanced computer skills with full proficiency in Microsoft Excel and Access/SQL, including macros and VBA. Knowledge of Treasury or Risk systems, or tools such as Bloomberg, Tableau, etc. desired.
