Job description
Under direction, is responsible to Mitigate risk related to inmate safety and wellbeing and monitor the operations of the Bexar County Adult Detention Center to ensure compliance with the Texas Commission on Jail Standards.
- Conduct inspections of the facilities housing inmates to identify areas of deficiencies and potential hazards posing a risk to the health and safety of inmates in custody. Areas of inspection will include but is not limited to cells, common areas of the living units, restroom and lavatory areas, recreation yards, storage closets and multipurpose rooms, electrical and maintenance rooms
- Monitor condition and readiness of equipment used for safety and emergency procedures such as rescue tools, self-contained breathing apparatuses, leg irons, smocks, etc.
- Report deficiencies identified and related to jail standards, policy and procedures to Detention Administration
- Continuously review internal processes for compliance and develop and implement action plans to remediate deficiency issues identified
- Support staff facilitating inspections associated with the Texas Commission Jail Standards and the local Fire Marshal’s office
- Maintain a fire hazard free environment through regular inspection of the Fire Safety system and Life Safety equipment to ensure the facility meets all federal, state and local Fire and Safety Standards. Develop record keeping system to maintain documents associated with inspections and assessments for review when requested by Administration
- Research best practices to improve jail operations to include reviewing reports related to inmate activity and monitoring staffing levels to ensure adherence to state staffing requirements for compliance and make recommendations to support an efficient operation
- Perform additional duties as assigned
- Graduation from High School or a General Education development (GED) certificate
- 5 years of experience working in a jail, setting or (3) three years of additional education, training, and experience in a supervisory or management level position or combination thereof may be substituted
- Bachelor’s Degree is desired but not required
- Must be knowledgeable in the application of the Texas Commission on Jail Standards to jail operations
- Be knowledgeable of local government operations and Texas Statutes, i.e. Local Government Code, Government Code and Occupational Code
- Ability to communicate effectively, both verbally and in writing; ability to maintain effective working relationships with co-workers, County employees, Department Heads, Elected/Appointed Officials, other government agencies and outside organizations; must be able to exchange accurate information
- Skill in problem solving, decision making and maintaining accurate records; skill in managing professional and clerical employees
- Skill in managing multiple projects simultaneously
- Physical requirements may include carrying/lifting of 20 lbs., visual, speech and auditory acuity must be within normal/corrected range
- Hand/eye coordination and manual dexterity are necessary to operate personal computer keyboard and basic office equipment
- Must have a valid driver’s license; may operate a county/personal vehicle
- May be required to work more than 40 hours during the workweek
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
Working Environment and Physical Demands:
- Working conditions are primarily indoors
- Occasional inspection of facility exterior to include roofs, sub-level and remote facility locations. Maybe required to remain in standing position for extended periods of time while performing essential functions/duties/inspections
- May be subject to carrying, lifting, handling, walking, twisting and reaching to perform essential functions
- May be required to work more than 40 hours a week, and/or be on call
