Job Summary
The Rural Health and Primary Care section of the Health Policy division seek a Planner Principal State to be a Rural Health Policy Planner. This position improves the health of Minnesotans and responsibilities include but are not limited to:
- Leading policy advisors in identifying high priority, wide ranging rural health policy issues.
- Conducting in-depth rural health research and policy analysis on current and emerging rural health policy issues, maintaining high degree of policy knowledge about rural health reform and issues.
- Establishing goals and work plans for improving health status and health system performance in a rural health reform landscape.
- Coordinating and implementing the work plan of the Rural Health Advisory Committee (RHAC), including staff, national policy experts, academic partners, industry stakeholders and others, as appropriate.
- Coordinating the State Offices of Rural Health grant from the federal Health Resources Services Administration.
- Collecting and disseminating information provided by the federal office and other partners.
- Providing technical assistance to public and nonprofit entities on participation in rural health programs, grants, loans and other funding sources.
This position has the option to telework in Minnesota; however future work locations and schedules will be based on the business needs of the unit and supervisory discretion.
Qualifications
Minimum Qualifications
Three years of professional experience in policy development or policy initiatives. Experience must indicate two or more of the following:
- Project Management
- Grant writing or grant management
- Stakeholder engagement
- Policy development
- Public policy or health research
A degree in public health, public administration, business or related field may count towards professional experience as follows:
- Bachelor’s degree = 12 months
- Master’s degree = 18 months
- Doctoral degree = 24 months
Minimum qualifications to be assessed at interview:
- Ability to independently manage multiple projects and timelines.
- Written and verbal communication skills sufficient to communicate clearly with internal and external stakeholders, including policymakers and the public.
- Ability to facilitate meetings with internal and external stakeholders, data providers and groups.
- Experience with collective impact strategies.
- Knowledge of health equity, social determinants of health, and general health access issues.
Preferred Qualifications
- Advanced degree in public health, public administration, business or related filed.
- Experience interpreting and complying with federal policies and regulations.
- Experience with state and local public health system planning processes, policies, and administrative structures including grants and contracts.
- Knowledge of or experience with rural health issues, policy development and policy initiatives including sustainability issues in emergency medical services.
- Experience working with/for rural health providers.
- Experience writing and managing federal grants.
- Ability to review, evaluate, and write policy reports, recommendations, procedures, correspondence, and planning documents.
Additional Requirements
This position requires successful completion of a background check.
This employment does not require a valid driver’s license, but it does demand occasional travel, which the candidate will be responsible for meeting.
