- Support the agency’s Office of Human Resources and Administrative Planning by providing advice and guidance on labor relations issues and other legal matters affecting employment, including reviewing, drafting, editing and advising on policies related to issues involving FMLA, Reasonable Accommodation, Human Rights / EEOC Law.
- Provide guidance to the Department of Civil Service, the Office of Employee Relations, other state agencies, municipalities, and employees, regarding attendance and leave issues and employee disciplinary matters in accordance with Civil Service Law (CSL) sections 75 and 76.
- Assist in serving as legal counsel to the State Civil Service Commission, through the provision of verbal and/or written legal opinions and guidance to Commission and Commission staff on matters including jurisdictional classifications, appeals, changes to Civil Service Rules and Regulations and other matters requiring Commission determination.
- Support the agency’s Office of Diversity and Inclusion Management (ODIM) in its administration of the statewide reasonable accommodation appeal review process.
- Represent the agency in any adversarial administrative matters, such as Division of Human Rights complaints, other hearings and arbitrations, including interviewing and preparing witnesses, presenting evidence and drafting necessary briefs and motions.
- Management of assigned cases in the agency’s litigation portfolio, including assisting the Attorney General’s Office and the preparation of periodic status reports.
- Analyzing and preparing legal memoranda on constitutional provisions, statutes, rules and regulations, the Civil Service Law, State and Federal employment laws, contract and other related laws.
- Performing legal research on issues as requested by the agency’s business units.
- Interpreting and researching pertinent case law, opinions and other legal sources in order to respond, both orally and in writing, to requests for legal decisions and opinions from internal staff and outside agencies.
- Reviewing and responding to subpoenas.
- Supervision of Legal Assistants or other support staff as required.
- Other duties as assigned.
