This is advanced, highly technical, and specialized role will be instrumental in bringing data to the center of business and enable data as the driver for decision making in the City.
The Senior Data Scientist will work with stakeholders in the design, implementation, and administration of data strategy and is responsible for assessing the state of the City’s current data sources, recommending and co-designing data architecture, extracting and cleaning data, providing recommendations on data governance and creating insightful analytics, visuals, and dashboards to inform decision makers. Work involves the consistent exercise of discretion and judgment and is performed under general supervision. Work is predominantly intellectual and varied in character as opposed to routine mental, manual, mechanical, or physical work. An employee of this class works independently and may supervise the work of lower level professionals and technical staff members. Reports to a higher-level administrator.
Acts as a primary contact and subject matter expert for data and information assets.
Manages the uploading, downloading, and organization of information assets to improve data flow.
Develops data cleaning and preparation techniques to ensure an accurate, reliable data pipeline.
Develops dashboards and tells “data stories” with key metrics and knowledge of City operations.
Continually revises dashboards and other visualizations per user feedback.
Supports innovation / process improvement efforts.
Prepares and delivers oral and written reports to senior management.
Assists in preparing and maintaining datasets for the City’s open data portal.
Facilitates the development and implementation of data quality, data protection, and data usage.
Informs and reinforces data governance.
Drives compliance with data standards, principles, metrics, processes, related tools and data architecture.
Maintains complete, concise, and contemporary documentation including physical data model schema, data specifications documents, mapping documents, architecture documentation, BI/reporting documents, data flow charts, source code for business queries, business report outputs, etc.
Guides metadata tagging and establish a normalized taxonomy, etc.
Defines indicators of performance and quality as related to available data.
Ensures compliance with data-related policies, standards, roles and responsibilities, and adoption requirements.
Keeps current with trends and issues in the IT and Analytics industry.
Engages and fosters relationships with regional and national partners (universities, other municipalities, Civic Data analytics networks, etc.).
Uses open-source software solutions to inspect, clean, transform and/or model data for decision making.
May supervise subordinate staff or consultants as it relates to data, tables, and other related information as needed to accomplish projects.
Performs other related duties, as required.
- Bachelor’s degree in Computer Science, Mathematics, Statistics, Data Analytics or a closely related field.
- Four (4) years experience in data management and analysis.
- Master’s degree preferred.
- An equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience mentioned above.
Other applications or programming languages may be required based upon developments in the IT arena and the City of Miami’s or department’s needs.
SPECIAL NOTE:
Must be willing to be on-call 24 hours a day, including weekends and holidays, when necessary.
Applicants selected to fill the position may be subject to undergo and successfully pass a City of Miami Police Department background check depending on the location of the assignment.

- Proof education in the form of Bachelor's in Computer Science, Management Information Systems, Mathematics, Statistics, Data Analytics or a closely related field or higher from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
- Approved Credential Evaluation Agencies:
- An accredited four-year college or university in the United States, OR
- A current member of the National Association of Credential Evaluation Services (NACES), OR
- A current member of the Association of International Credential Evaluators (AICE), OR
- A recognized Professional Organization

B. Valid Florida Driver License or State-issued I.D.
