Senior Manager, Delivery System Investment, Policy and Workforce
Job description
Overview: Under the direction of the Deputy Director of Delivery System Investment and the Senior Director of Strategic Initiatives, the Senior Manager will work with the MassHealth Payment and Care Delivery Innovation (PCDI) team to lead the implementation of a large portfolio of community-based workforce initiatives, including those authorized under MassHealth’s 1115 waiver. Additionally, the Senior Manager is responsible for developing and implementing policies and procedures that guide critical programs within MassHealth’s payment reform initiatives, which are being used to incentivize and support the transition towards accountable, equitable, cost-effective care across the Commonwealth. State and federal funds are being invested in MassHealth Accountable Care Organizations (ACOs) and Community Partners (CPs – e.g., community-based organizations that provide highly specialized wraparound care coordination supports for individuals with behavioral health or long-term services and supports needs) with a focus on statewide infrastructure and healthcare workforce development.
The successful candidate is a seasoned professional with a solid background in grant and program management, financial analysis and reporting, project implementation, team leadership, and the ability to successfully manage multiple workstreams in a matrixed, cross-agency environment. In collaboration with the Chief of Payment and Care Delivery Innovation, the Senior Director of Strategic Initiatives, and the Deputy Director of Delivery System Investment, the Senior Manager of Delivery System Investment will communicate and build relationships with external groups and individuals, particularly providers, payers, consumers, legislators, and federal and state officials regarding the various delivery system investment initiatives they are managing. The Senior Manager of Delivery System Investment will receive and respond to requests from a variety of parties and will maintain consistent communication with state and federal agencies providing information about program activities to interested members of the general public at meetings, conferences and public forums.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
- In consultation with the Chief of Payment and Care Delivery Innovation, the Director of Strategic Initiatives, and Deputy Director of Delivery System Investment, provide overall direction and management of a comprehensive portfolio of workforce initiatives, ensuring that program objectives align with legislative statutes and guidance from the Secretary of EOHHS
- Manage policy development, program implementation, stakeholder engagement, and close-out activities for numerous payment reform programs, including those for ACOs and CPs, and various training programs for certain provider types of the frontline healthcare workforce
- Manage any reporting responsibilities for policy and workforce programs, including to CMS, the legislature, and the public
- Develop and manage other delivery system investment programs, as appropriate
- Design and lead project management structure, which includes tracking project milestones, identifying risks and mitigation strategies, tracking timelines and budget
- Lead and facilitate collaboration with other teams within PCDI, MassHealth, EOHHS leadership, and other state agencies, ensuring strong rapport in all relationships
- Develop and distribute external-facing communications and respond to stakeholder concerns and requests for support
- Manage a team of direct reports in support of all aforementioned duties and responsibilities, creating a culture of inclusivity and demonstrated value of diversity
- Perform other duties as required
Preferred Qualifications:
- Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously from initiation through successful completion
- Familiarity with Medicaid program, especially in the Massachusetts landscape
- Flexibility and ability to thrive in a fast-paced, dynamic environment.
- Familiarity with key healthcare stakeholders including payers, providers and consumer representatives
- Experience with budget management and grant fiscal administration
- Experience with procuring and managing vendors and contractors
- Ability to read and understand complex scientific literature and the ability to interpret and use data in problem-solving and process improvement
- Effective communicator both in writing and oral presentation
- Competence in mediating conflict, coordinating competing interests and working under time constraints
- Solid record of decision making ability which includes properly assessing the impact of outside forces, setting priorities and reaching decisions under pressure
- Knowledge of federal and state laws and regulations governing grant administration, healthcare policy and financing
- A Bachelor’s or Master’s Degree with a major in public policy, public health, social work, business administration, public administration, or a health-related field.
