Senior Paralegal (Trade Policy Coordinator)
Job description
Overview:This position is located in the Executive Office of the President (EOP), Office of the United
States Trade Representative (USTR). The incumbent works under the direction of the Assistant
U.S. Trade Representative and other senior staff in the assigned area. The incumbent serves as administrative liaison with key persons within and outside USTR by scheduling meetings, gathering and transmitting information and instructions, ascertaining the progress of work activities, expediting the completion of assignments, and assisting in a variety of analytical and administrative projects related to the needs of the Trade Policy Staff Committee (TPSC), Assistant USTR for Trade Policy and Economics (TPE), Senior Trade Policy Advisor, and other TPE/Policy Coordination (PC) staff members.
This is a developmental level position, classified at less than full performance level of GS-12 for
recruitment and training purposes. The career ladder has an established intervening GS-11
position as well (RL10268). The duties are essentially the same as the target position
(RL10269), however, factors have been adjusted to account for the developmental nature of the
work.
Responsibilities:The primary role of the TPRC is ensuring internally cleared documents and the correct transmittal information is timely sent to the TPSC, following up with the critical agencies to ensure clearances are received timely, advising the Senior Advisor and AUSTR on TPSC positions that require resolution (who in the interagency had concerns) so that TPE/PC can play that honest broker role and help resolve both internal and TPSC disagreements, and timely filing incoming TPSC comments/edits and the resolution.
Coordinates logistics for meetings, transmits instructions and trade and investment documents relating to the assigned area. Specifically, arranges and coordinates internal, interagency, and intergovernmental meetings, including with high-level government officials, related to TPSC, GAO engagements, and other workstreams. Receives and determines disposition of TPE/PC-related emails, calls, and other correspondence for the office.
Maintains TPE/PC records, including TPSC, GAO, Case Act and other workstreams. Analyzes records management and other TPE/PC operations and processes and provides recommendations to improve workflow and create efficiencies by making use of automated tools, systems and technology.
Prepares a variety of documents such as reports, policy documents, memos, briefing materials, etc., in final form, including drafting, editing, proofreading, and formatting.
Assists TPE/PC personnel in compiling and organizing information to be used in statutory reports, supporting documentation, and summaries of meetings. Uses a variety of software, including SharePoint, Max, PowerPoint and Excel, to manage documents, prepare reports, charts, graphs, tables, and other representations.
Qualifications:Requires 60 months of experience as a paralegal, or operating in a simnilar capacity
- Developmental level knowledge and understanding of U.S. trade policy including provisions of existing trade legislation and related administrative regulations.
- Experience in reviewing various materials (such as correspondence, memos, talking points, approval packages, assessments, etc.) for complete content, factual accuracy, formatting, grammar, and/or spelling.
- Experience in coordinating schedules, calendars, and/or projects for senior management or equivalent level.
- Proven experience in scheduling events, assembling materials in preparation for events and meetings, and/or briefing senior management on anticipated topics.
- Proven experience in exercising a high degree of tact, intelligence, diplomacy, and/or versatility in dealing effectively with senior management and/or staff.
- Proven experience in organizing detailed information under time pressure for senior management and/or staff.
- Knowledge and experience with word processing, spreadsheet, presentation, and other software, e.g., SharePoint, OMB Max, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
- Knowledge and ability to navigate several research sites, the internet and other reference materials to research, gather, download, and extract information.
- Ability to communicate effectively in both written and oral communications, including ability to summarize clearly and concisely data, information, and policy positions for internal and external audiences.
- Knowledge of the assigned area, as indicated by education, language training, travel, and/or prior work experience.
- Education in international relations, public policy, economics, or regional studies preferred.
- Ability to research, analyze and interpret empirical trade and economic data and information Preferred.
