Job Summary
The Senior Planning and Operations Specialist is responsible for leading and monitoring the planning and operations within the assigned business unit. This includes assisting with strategic deployment and operational implementation of the strategic plan and projects and initiatives for the assigned business unit.
Essential Responsibilities
Projects and Planning
- In partnership with senior leadership and quality team, manage and monitor the assigned business unit’s portfolio of projects and performance dashboard.
- Lead and participate in developing, implementing, and monitoring clinical and operational strategy aligned with the organization at large and each line of business.
- Identify and lead a process for developing and administering the team’s annual planning process, as well as underlying goals, projects, strategies, and metrics; influence and negotiate for necessary resources and timelines as needed.
- Develop and lead a monitoring system with visibility to specific business unit’s department and senior executive leadership team of progress toward goals with specific metrics.
- Perform project management for business unit’s initiatives across the line of business.
- Ensure stakeholder engagement to move strategies forward within CO and the line of business.
- Ensure standard and specialized tools and processes are developed, deployed, and improved upon regularly to support the various project and programs.
Knowledge, Skills and Abilities Preferred
- Strong understanding of Oregon Medicaid in area of focus preferred
- Strong understanding of health plan financing, health care costs, health outcome measures, and health plan operations preferred
Education and/or Experience
Required:
- Minimum 5 years’ experience required in program, project, or operations administration, including 2 years’ experience leading large, complex enterprise-wide projects, and facilitating multi-stakeholder collaborations
- Experience as an influential communicator and creative problem solver, with successful examples of partnering across functions within a corporate matrix environment to gain consensus and support for new initiatives and programs
Preferred:
- Experience in either behavioral health or managed care (depending on business unit)

Pay: From $90,000.00 per year
