Purpose
The Pre-Construction Project Manager (PC-PM) will manage the conceptualization and maturation of the projects in development phase until the dossier approval according to FEL gated methodology, this individual will coordinate all processes that run in parallel from the approval of FEL2 until the approval of FEL3 within the Projects team to ensure that the milestones are met until project approval. He/She will be responsible for developing the scope of works, project execution plan, risk register, schedule, and the remaining non-technical deliverables for FEL3 gate and will coordinate with CapEx management and Development Engineering teams to ensure design and CapEx estimates are aligned with the scope of works, schedule, and risks.
The PC-PM must be an excellent coordinator and collaborator with all the functions associated with the development of complex projects. The PC-PM must provide strong leadership skills, be a strategic thinker, and be able to adapt to scope changes to bring value to the project. PC-PM is responsible for developing the relationship with stakeholders through management and technical leadership.
The PC-PM has responsibility to track progress on all Projects deliverables for FEL3, ensuring timely performance of each of them, by identifying the main barriers and establishing corrective measures or mitigation plans. The individual will proactively manage schedules, risk and opportunities for late-stage projects in the pipeline.
The PC-PM will manage HV and BoP contractor performance technical evaluation, coordinating with the SME to ensure all the activities on the execution are assessing and the scope gaps are identifying to have the more accurate firm bid.
The PC-PM will be responsible to coordinate the dossier within Projects team to ensure a coordinated and accurate response.
The PC-PM will also be responsible for submitting to Supply Chain the main equipment supply requirements and PO/NTP dates needed to meet COD targets on projects.
This individual will be responsible to ensure projects and programs are aligned with the organization's vision, strategies, and objectives.
The Pre-Construction Project Manager will provide recommendations on design, costs, schedules and other factors for construction and operations of proposed or existing energy facilities.
Responsibilities
- Develop contracting strategy that best matches the project's characteristics, deadlines, and risks.
- Develop schedule and risk register with the support of schedulers and Risk Manager.
- Develop scope of works (SoW) and project execution plan (PEP).
- Coordinate and provide necessary information to the Governance Committee for approval requests, describing status of the projects and the different possible scenarios representing the Projects team.
- Successful handover to Construction PM (no loose ends, good understanding by PM of construction bounds / constraints / agreements).
- Provides periodic updates to company senior management group on project activities, progress, and issues.
- Develop the project procurement plan for the HV, BoP and main equipment on assigned projects.
- Manage the project team and provide leadership in the overall management of the project to achieve the financial approval and to ensure that progress and program reporting is accurate, punctual and within governance parameters.
- Be the interface between Projects team, Development, Investment Office, and Procurement from the beginning of FEL3 until the Final Investment Decision (FID).
- Assists with technical due diligence in conjunction with other departments.
- Ensures process feedback mechanisms are implemented and utilized for identifying process efficiencies and improvements, including process and functional quality audits, and focusing on Company strategic initiatives.
- Responsible for effective forecasting of Company's capital budget spending on assigned projects.
- Support Contract management team in contract negotiation with suppliers.
- Estimate the duration of each step of the project to prevent delays. They must develop, maintain, evaluate, and readjust a schedule as necessary to ensure timely delivery of the final project.
- Perform risk management identifying and responding to potential issues throughout the life of the project to minimize potential negative impacts, identifying positive opportunities, and help ensure the safety of the workers.
- Create a contingency plan to have a proactive approach to risk management rather than a reactive one.
- Ensure proper communication concerning changes in established milestones or challenges that may affect the outcome of a project's completion date.
- Hold regular meetings with all departments to ensure open communication and expectations throughout a project.

Skills and Requirements
- Bachelor's degree in engineering, construction management or related study.
- 10 years’ experience in project engineering and construction of electric generation projects.
- 5 years’ experience in project development or management of renewables projects.
- A working knowledge of FEL stage gated methodology and experience in construction or development of renewables projects is preferred.
- A working knowledge of construction law, contracts, claims avoidance, insurance, and contract administration is preferred.
- Proficiency using personal computer tools such as Word, Excel, PowerPoint, and Primavera P6.
- Ability to foster and participate in a productive team environment by establishing and maintaining effective working relationships with co-workers, managers, customers, contractors, and vendors.
- Ability to analyze project risks and proactively identify solutions with a flexible, creative, and solution-focused outlook on problem solving.
- Maintains effectiveness during procedural/organizational changes and when dealing with varying personality styles and tasks.
- Effectively provides and receives information orally in individual and group situations. Written expression is clear, concise, and conveys the desired message.
- Ability to navigate and succeed in a highly matrixed reporting company structure.
- Avangrid employees may be assigned a system emergency role and in the event of a system emergency and may be required to work outside of their regular schedule/job duties.
- Ability to travel 20%.
- PMP Certification – Preferred.
