SUMMARY

This is a contract position which will report to the Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals (BHDDH). The project management position will plan, develop, and coordinate the implementation of the RI BHDDH data warehouse, known as RI-BHOLD, for behavioral health data collection, data aggregation, reporting, patient screening and additional interfaces as determined. The Project Manager will direct, oversee, monitor, and report on the RI-BHOLD competitive re-procurement implementation of an existing web-based SaaS platform with minimal customization.

The Project Manager will collaborate with project stakeholders to implement the workplan by evaluating vendors to elicit, analyze, and understand the software platform; identify gaps, ensure software and security requirements are met and support quality processes and measures. This position will lead project resources to analyze project needs, define requirements, develop user stories, develop and execute test plans, develop and maintain project documentation, and report (written and oral) project progress to stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The ideal candidate should have a background in data warehouse platforms and project management.

Essential duties and responsibilities include the following, though other duties may be assigned:

  • Consult with managers to comprehend RI-BHOLD’s purpose and function within the state’s infrastructure to establish goals for finding an existing SaaS program geared towards the state’s needs with limited customization
  • Strong verbal and written skills in communicating with technical, non-technical staff and different levels of users
  • Assess current state of data and health information systems and services, including data exchange and information systems, to identify opportunities for modernization and interoperability
  • Facilitate the implementation of Center for Medicare and Medicaid Services (CMS) Requirements
  • Evaluate vendor platforms to determine their effectiveness and efficiency in meeting the needs of the state
  • Determine best practice for introducing new functionality to the platform to enhance the state’s operations and productivity and reduce administrative burdens
  • Participate in the design, management, use, and evaluation of the new platform
  • Set project goals and create plans to meet those goals
  • Maintain project timeframes, budget estimates and status reports
  • Use management tools to track project performance and schedule adherence
  • Conduct risk assessments for projects and work with the vendor to resolve issues during implementation
  • Collaborate with application owners on project requirements, quality, progress, user stories, and user acceptance testing
  • Assist with coordination of testing with healthcare organizations to ensure correct data mapping and improved data quality received by BHDDH
  • Administer policies and standards that facilitate feature implementation & onboarding of behavioral health providers
  • Trouble shoot and track any production issues with incoming data pipeline. Perform technical and business-related research to support health care providers’ needs, assist in the installation/implementation, development, and analysis of materials/ processes/ systems
  • Develop processes to work with data senders to resolve message/data completeness, timeliness, quality, and message validation issues identified

EDUCATION/EXPERIENCE

  • Bachelor’s degree in public health, information technology or a related field plus three (3) years of professional experience in software program management at the local, state or federal level
  • Over 5 years’ experience in Project Management
  • Agile Project Management Certification or Waterfall PMP Certification
  • HL7 Development: 2 years (Required)
  • Relational databases: 3 years (Required)
  • Experience with implementation of large scale, complex information systems
  • Experience with development and integration of SaaS solutions, and open-source software solutions, for custom hardware and software projects.
