Your opportunity at a glance
The WSLCB Human Resources Division is announcing an exciting opportunity for a Human Resource Consultant 3 (Senior Recruiter) position in Olympia, WA. This position reports to the Recruitment Supervisor in the WSLCB’s Human Resources Division. The position serves and complements the WSLCB's mission and goals by assisting the Human Resource Office to achieve its strategic goal of maintaining and valuing a highly motivated, competent, and diverse workforce. Your focus will be to provide recruitment support to the Enforcement Division. You will use professional Human Resources skills/experience and apply Talent Acquisition strategies in developing qualified candidate pools that align with the Agency's workforce strategies. In this role, you will proactively work towards talent attraction and candidate experience during the recruitment process.

Some of the duties you will perform are:
Participate in initial, pre-interview, and post-interview recruitment meetings. Assist in consulting and advising per WACs, policy, and best practices.- Review position descriptions to ensure duties and qualifications are clear for the posting. Draft recruitment postings for the assigned recruitments. Develop supplemental and interview questions.
- Manage WGS and Exempt recruitments from start to finish through NEOGOV. Ensure processes are followed, records are retained according to retention schedule, communicate with candidates as needed, close out and archive recruitments in NEOGOV.
- Post job announcements on various websites, State ListServs, online portals, social media etc.
- Review and screen job applications and refer qualified candidates to Hiring Managers.
- Brief interview panel members on laws, policy, and best practices for interviewing.
- Set up interviews of certified candidates in NEOGOV, confirm interviews with candidates and communicate required paperwork to candidates.
- Assemble interview packets (virtual and paper for in-person) for interview panel. Coordinate required paperwork with interview panel and file completed forms in recruitment file(s).
- Look for methods to increase efficiencies and effectiveness in work processes.
- Conduct reference checks including conducting personnel file reviews, submit background checks for processing.
- Provide salary consultation to hiring managers so that salary offers are fair and consistent.
- Attend virtual and/or in-person career fairs; coordinate division representation for career fairs as needed.
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Six (6) years of professional level experience in human resources.
Option 2:
An Associate’s degree in business, human resources, marketing, communications, public administration, or related field AND
Four (4) years of professional level experience in human resources.
Option 3:
A Bachelor’s degree or above in business, human resources, marketing, communications, public administration, or related field AND
Two (2) years of professional level experience in human resources.
Preferred/Desired Qualifications:
- Experience using NEOGOV recruitment system, or equivalent recruitment system.
- Experience performing recruitment and selection duties.
- Experience with interpreting and explaining civil service rules, collective bargaining agreements, and HR related policies.
- Experience scheduling meetings using Microsoft Teams, WebEx, or Skype.
