Summary:
The purpose of the Senior Systems Analyst position is to provide technical support and maintenance to the High Point Housing Authority’s (“HPHA” or “Agency”) computer system. The incumbent will perform high-level technical support for computer hardware, software, and network systems, and carry out complex assignments involving the development of new or improved techniques and procedures. The position is responsible for ensuring the main computer system, terminals, computers, network, modems, printers, etc. are operating properly at all times.
All activities must support the Agency’s strategic goals and objectives and produce results that accomplish the goals of the Information Technology (IT) department.
·Provides expertise in the implementation, installation, configuration, and technical support of computer and network architecture as it relates to installing new software, hardware, and telecommunications.
·Performs system configurations in order to maximize accuracy and efficiency of the computer system and all computer resources, such as memory management, drive and storage devices, printers, modems, and terminals. Maintains existing software and performs modifications and enhancements as needed. Develops programs.
·Provides information and follows direction from outsources IT management.
· Supervises Systems Analyst planning, assigning and reviewing work, coordinating activities and maintaining standards of performance.
·Maintains routine and special backups on tape or other media; monitors system use.
· Installs and configures device driver software and hardware devices controlled by computer system device drivers.
·Develops system utilities to perform specialized and unique functions. Uses memory resident techniques. Performs complex or unusual data processing functions
·Assists in the protection of data and computer system from unauthorized access and misuse.
·Trouble-shoots problem hardware and software, and repairs and replaces computer system components. Coordinates hardware maintenance on a periodic schedule. Performs daily maintenance such as correct errors and glitches, recover lost files, and maintain system menu.
·Assists in staff training on computer system as needed.
·Creates and maintains software and hardware documentation.
·Keeps abreast of latest technological computer systems, prices, quality, and performance.
·Analyzes current computer and network system technology, and available vendor offerings to establish optimum computer and network architecture solutions. Plans future enhancements and directions for the agency’s computer network.
·Coordinates projects between other HPHA departments and external vendors. Negotiates exact technical requirements with vendors, and ability to write technical contract specifications and proposals.
·Supervises and administers computerized telephone system.
·Obtains supplies. Loads paper into printer, and changes printer ribbons and ink cartridges.
·Provides support for the security card reading system at all HPHA locations that have card readers installed. This includes monitoring, trouble shooting, and working with the vendor.
·Provides support for the security cameras at all HPHA locations that have security cameras installed. This includes monitoring, capturing recorded video for HPHA purposes and law enforcement, trouble shooting, and working with the vendor.
·Performs other duties as assigned.
Education and/or Experience
A Bachelor’s degree, supplemented by minimum of three (3) to five (5) years experience or training that includes computer programming, systems administration, networking, word processing, and computer languages. An equivalent combination of education and experience may be considered.
Computer Skills
To perform this job successfully, an individual should have exemplary computer skills. Beyond the standard operating systems, the Senior Systems Analyst must be proficient enough to administer database software, internet software, project management software, spreadsheet software, word processing software and help-desk software. Must be able to learn other computer programs as required by assigned tasks.
Certificates, Licenses, Registrations
Preferribly MS Certified Professional, Network+ and/or a Cisco Certified Network Assistant. Possession of a valid, North Carolina driver’s license and the ability to be insurable under the Agency’s automobile insurance plan at the standard rate.
