Duties

As a SEXUAL VIOLENCE PREVENTION SPECIALIST (TITLE 5), GS-0101-12, you will act as subject matter expert (SME) on Integrated Primary Prevention (IPP) as applied to sexual violence prevention; advance policies outside of the existing Sexual Assault Prevention and Response (SAPR) office for equities specific to sexual violence primary prevention; facilitate dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of sexual violence; assist with IPP needs assessments; collect qualitative and quantitative data; conduct continual collection and analyses of S/T/DC, Wing/Region activities relative to integrated sexual violence prevention to ensure program fidelity; utilize outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data; maintain an understanding of SAPR policies and the working dynamics between primary prevention and response; maintain collaborative relationships with the JFHQ, Air National Guard (ANG) Wing/ Army National Guard (ARNG) Brigade SAPR program managers, the NGB Sexual Violence Primary Prevention SME, and other relevant support programs; has an in-depth knowledge of the programs, policies, and processes which drive ARNG and ANG sexual assault case management and response programming within their S/T/DC; support and participate in state-level committees, boards, and working groups; provide sexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs); provide sexual violence prevention metrics to all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer; coordinate with SARC to ensure alignment of messaging to JFHQ council or board leadership regarding sexual violence; serve as the Wing/Region PPI's point of contact for all sexual violence prevention efforts and conducts Site Assistance Visits (SAVs) to the Wing/Region's as required; support and participate in state-level committees, boards, and working groups; provide sexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs); provide sexual violence prevention metrics to all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer; coordinate with SARC to ensure alignment of messaging to JFHQ council or board leadership regarding sexual violence; serve as the Wing/Region PPI's point of contact for all sexual violence prevention efforts and conducts Site Assistance Visits (SAVs) to the Wing/Region's as required; assist the JFHQ IPP SME cell in facilitating meetings and working groups in accordance with applicable policy and official guidance, as needed; meet regularly with other members of the JFHQ IPP cell to facilitate the dissemination of information to the NGB and to the Wings/Regions; liaises, where appropriate, to capture prevention trends pertinent to sexual violence prevention; assist the IPP Officer in managing information flow between JFHQ, Wings, Brigade, and NGB; collaborate and coordinate with state and local agencies and universities by reviewing scientific journals for national best practices and integrated primary prevention trends oriented to sexual violence prevention; maintain familiarity with evidence-based assessments and measurements; review local needs to identify any processes requiring modification; perform other duties as assigned.

  • Position is designated as Essential Personnel and subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver?s license is mandatory
  • May occasionally be required to work other than normal duty hours; overtime may be required
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments

Qualifications

Minimum Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE : Must have at least one year specialized experience, education , or training, at the GS-11 level or equivalent, that possess experience in the organization, management, and administration of programs and services to participate in sexual violence prevention program planning; skill in applying professional community organization abilities related to the formulation of needs assessments development of sexual violence prevention programs, and the marketing of programs; knowledge of and skill in planning, conducting and evaluating sexual violence prevention training programs; knowledge of laws, regulations, executive orders, issues, etc., relating to the primary prevention and the development of sexual violence prevention strategies; Knowledge of policies and requirements for the development and analysis of the sexual violence prevention efforts in order to integrate effective prevention measures; Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports; experience in managing the function of the work to be performed, and experience which includes leading, directing and assigning work of personnel.

Must also have experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; must have knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions
