The Project Delivery Department was established in 2020 to ensure Metra is positioned to effectively and efficiently utilize the influx of new capital funding from the State of Illinois’ Rebuild Illinois program. By establishing a project management oversight (PMO) function, the department will provide a structure to coordinate the array of tasks and deliverables required for delivery of capital projects.
Reporting to the NEPA Manager, this position will manage and track the historic reviews and permitting processes for capital projects; develop and manage third party contracts; coordinate the work of consulting engineers and other professional staff performing planning, design, or investigative functions; and either lead or assist in the public participation process for various projects.
The Primary Duties include: Draft components of contracts including scope of work, project descriptions, determination of eligibility, and related items in solicitation of professional engineering firms to lead the design and construction of capital projects for compliance with Section 106/707 regulations.
Lead, track, and report on the historic review process and permitting for projects in Metra's Capital Program.
Manage third party contracts, coordinate tasks and schedules with design and construction teams, review consultants work for contract compliance, and approve payment for completed tasks.
Attend capital project meetings to advise project teams on potential Section 106/707 impacts and strategies for mitigation, avoidance, and compensation; report on project status and schedules; and discuss and coordinate ongoing project issues.
Lead, develop, and manage public outreach activities for activities for the Section 106/707, and related environmental processes.
Work under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow.

Job Requirements:
1. Bachelor's Degree in Architecture, Historic Preservation, Architectural History or a related discipline.
2. In addition to #1, must have a minimum of five years of NEPA and Section 106 project experience.
3. Good knowledge of:
- the Section 106 review process.
- best practices to mitigate, avoid, and minimize potential NEPA impacts.
- project and contract management, project costing, monitoring, and reporting techniques.
- applicable local, state, and federal codes, regulations, and requirements.
4. Strong:
- organizational, analytical, and critical thinking skills.
- verbal, written and graphic communication skills, including technical editing.
5. Interpersonal skills in dealing with management, employees, external groups, and other organizations.
6. Proficient in Microsoft 365 with emphasis in Word, Excel, and Outlook
7. Ability to:
- develop and implement policies, methods, practices, and procedures.
- coordinate a high volume of projects, tasks and deadlines in a fast paced environment with detail and accuracy.
- foster teamwork by working cooperatively and effectively with others to establish goals, resolve problems, and make decisions that enhance projects.
8. Must meet the Secretary of the Interior's Professional Qualifications Standards in the field of architectural history or history.
9. Must:
- possess and maintain a valid driver's license and be willing to travel within Metra’s 6-county region.
- be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
Preferences:
Master's degree
Transit project experience and experience with FTA Region 5
Knowledge of the state and federal historic resource review processes
Experience in Transportation projects.
