JOB SUMMARY: Oversees multiple departments or units of organization (including geographically diverse locations), as assigned, adhering to contractual agreements, agency policies and organizational oversight.
JOB DUTIES:
- Ensures programs are adhering to organizational mission and strategic plan. Works closely with the VP of Program Operations to ensure continuity of programs and oversight.
- Oversees, plans, organizes, directs and coordinates functions and activities of multiple units within agency. Ensures compliance with all contracts assigned to department, maintaining documentation and information necessary to meet the contractual agreements in place. Coordinates with other departments within the organization to ensure all services are promoted and working toward integration.
- Operates as an agent of change, including fostering and demonstrating ability to navigate, support, and effectively administer change within the agency.
- Prepares proposals and budgets for continuation of existing and for expansion of services in areas where none exists; submits budgets and proposals to the VP of Program Operations for approval; participates in negotiating contracts when appropriate or assigned. Writes or assists in the writing of grants, requests for proposals, COA compliance, etc.
- Responsible for financial performance of departments under direct supervision. In conjunction with program managers, prepares the annual operational budgets for each department. Ensures that actual performance in maintained within an acceptable budget variance threshold.
- Reviews monthly financial statements and reports on major variances to budget. Provides monthly updates to executive management on factors influencing forecasted performance (e.g. funding changes, unplanned expenses, OT variances, etc.).
- Oversees the documentation of the department in order to meet agency and regulatory requirements. Oversees regular file reviews, trains and retrains staff, offers assistance in completion of requirement documentation. Works with the PQI/Compliance/Risk Administrator to ensure adherence to organizational expectations and the documentation of client outcomes.
- Coordinates communication internal and external to agency to ensure staff and outside stakeholders are aware of program, methods, and opportunities offered by the agency. Schedules meetings for staff, public, vendors, clients, etc., as needed or required. Represents the agency at external functions and meetings in order to educate, inform or promote understanding of agency’s services. Acts as an Ambassador for CCCS and works with the Advancement Team on community engagement and fundraising. Provides problem solving for conflicts within agency and external as needed between collaborating organizations.
- Responsible for the oversight of statistical data, billing, finance collaboration and other duties related to measuring outcomes.
- Participates and partners with various agency committees and/ or teams.
- Provide overall leadership for programs under responsibilities and acts as liaison between administration and programs. Is expected to develop healthy working relationships with Team Members at the ASC and assists in conflict resolution with program managers when needed.
- Is responsible for quality supervision over a broad range of programs and services under your direction. Supervises and manage assigned staff in accordance with agency personnel practices including recruitment, training, performance evaluation, guidance, etc. Mentors and provides feedback for managers under your supervision. Is able to have candid conversations and role model for other team members. Participate in the process of ongoing personal and professional development.
- Maintain comprehensive communication among all contacts (internal and external).
- Provide oversight and guidance for volunteers assigned to program.
- Model professional standards and ethics in accordance with agency philosophy.
- Participate in and support PQI initiatives to include attending appropriate program leadership meetings and attending all relevant PQI meetings to ensure organization-wide involvement in PQI and the development of program performance measurements. Supervisors must also develop and provide appropriate staff training and support the recognition of accomplishments relative to PQI.
- Promote ongoing commitment to excellence and continual quality improvement to ensure the highest quality of services to our staff and clients.
- Performs other duties as assigned.
JOB REQUIREMENTS:
- Education /Background: Master’s degree in related field plus 10 years of experience in the Human Services field, of which 5 or more are in a supervisory nature. Bilingual preferred.
- Job Knowledge: Must have familiarity with program/department field, must be able to function as a liaison for numerous system collaborators, must have good assessment skills, be organized and detailed oriented. Must be able to employ critical problem solving techniques, build teams and resolve conflicts. Must maintain cultural competency and respect; must be able to work within team environment. Must be fluent in Microsoft Office Applications.
- Working Conditions/Physical Demands: Must be able to work in a fast paced environment with moderate interruptions. Must be able to stoop, bend, squat, and ambulate over uneven floor surfaces including stairs and steps. Primarily office work, travel within area on a frequent basis, travel to other areas of state as needed. Evening and weekend hours required as needed. Must be able to visually and auditory assess and interact with clients to ensure their safety and wellbeing. May lift up to 25 pounds.
- Other requirements:
- Valid AZ driver’s license, reliable transportation and ability to show proof of registration/insurance.
- Fingerprint clearance or ability to obtain fingerprint clearance; must maintain clearance.
