The Stormwater MS4 Coordinator is a technical position responsible for aiding in the implementation and coordination of all aspects of the City's MS4 Program, Erosion and Sediment Control Program (ESC), Stormwater Management Program (SWM), and Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan. Conducts environmental inspections of land-disturbing activities to comply with local, state, and federal laws and regulations related to erosion prevention and stormwater management, educate the public on erosion and pollution prevention methods, prepares and maintains reports and records and related work as apparent or assigned. Work is performed under limited supervision.

Examples of Duties

  • Assists in coordinating and implementing the City's MS4 Program, Erosion and Sediment Control Program, Stormwater Management Program, and the Chesapeake Bay TMDL Action Plan.
  • Provides regulatory guidance to contractors.
  • Responds to and analyzes erosion, sediment, and stormwater issues and assists in developing corrective actions.
  • Performs site inspections on commercial and residential projects to ensure compliance with local, state, and federal laws and regulations related to erosion and sediment control and stormwater management.
  • Enforces erosion and sediment control and stormwater regulations and ordinances.
  • Develops and maintains organized records to document and track compliance with all MS4 requirements.
  • Coordinates and completes all required reports and plans for the MS4 Annual Report, the Chesapeake Bay TMDL Action Plan, and any other required regulatory reports.
  • Provides educational material related to MS4 for the City's social media pages, website, and newsletters.
  • Researches and prepares educational presentations; makes presentations at public and private meetings.
  • Reviews and recommends revisions to various MS4 program policies, procedures, and guidance.
  • Provides information and responds to inquiries from the general public regarding land disturbances and stormwater runoff
  • Provides technical advice on gaining site compliance.
  • Inspects potential illicit discharges.
  • Receives and reviews performance bonds for accuracy; receives long-term maintenance contracts; releases bonds at the close of projects.
  • Processes applications for land disturbance permits.
  • Conducts pre-construction meetings with developers, contractors, and builders.
  • Performs related work as assigned.

Typical Qualifications

Minimum Education and Experience:

  • Bachelor's degree in environmental science, environmental planning, environmental management, or related field, with a minimum of two (2) years experience in MS4, TMDL, erosion and sediment control, stormwater management, inspections, enforcement, and education and/or outreach programs or any equivalent combination of training and education.

Licenses and/or Certifications:
  • Erosion and Sediment Control Inspector and Stormwater Inspector certifications upon hire.
  • Program Administrator Certification for Erosion and Sediment Control and Stormwater within the first 12 months.
  • Valid driver's license in the Commonwealth of Virginia.

Knowledge:
  • Knowledge of state and federal permit requirements related to the implementation of the Virginia Stormwater Management Program (VSMP)/Municipal Separate Storm Sewer System (MS4) permit is required;
  • Thorough technical knowledge of local, state, and federal environmental laws, regulations, and ordinances, as well as best management practices;
  • Knowledge of erosion control and stormwater principles and practices;
  • Familiarity with watershed management, wetlands, flood plains, and other environmental laws and issues relevant to land development;
  • Knowledge of stormwater and erosion and sediment control inspection and enforcement methods.

Skills:
  • Proficiency in Microsoft Office Suite, specifically in Microsoft Word, Outlook, PowerPoint, and Excel.
  • Proficiency in stormwater and erosion sediment control inspection and enforcement methods
  • Experience in implementing environmental programs supporting regulatory permit compliance and/or other initiatives.
  • Experience with compliance inspections of commercial and residential projects.

Abilities:
  • Ability to provide technical guidance and assist in environmental education and outreach efforts;
  • Ability to communicate ideas effectively, orally, and in writing;
  • Ability to problem-solve complicated issues and make recommendations related to stormwater and erosion and sediment control;
  • Ability to develop accurate reports for regulatory agencies;
  • Ability to conduct record retention practices;
  • Ability to establish and maintain effective working relationships with employees, contractors, and the general public.

Supplemental Information

Work Environment:

  • Generally, light office and fieldwork requiring negligible exertion of force to move objects of up to 20 pounds. Work involves standing, walking, and driving. Fieldwork will require walking through rough terrain associated with site construction operations. Work may be performed in adverse weather conditions.
