Summary
Provides leadership and administrative oversight of all aspects of the federal TRIO Student Support Service (SSS) and Talent Search grant programs designed to support the success of low-income, first-generation students (total of 665 students yearly). The position has the authority to establish resources, guidelines, operational plans for both programs and serves as the formal liaison between the institution and the Department of Education.

Required Education
Bachelor’s degree in Education, Counseling, or related field from an accredited college or university
Required Skills & Abilities
Knowledge and Skills
- Ability to administer and manage educational opportunity related programs.
- Knowledge of educational advising strategies, learning styles, and developing non-cognitive behaviors for success for Eligible Students.
- Knowledge of practices of administrative organization and management.
- Knowledge of applicable federal, state, local, rules, and regulations.
- Ability to develop budgets and monitor expenditures.
- Ability to collect and analyze data and conduct internal Project evaluations.
- Ability to provide leadership and establish effective working relationships.
- Knowledge of barriers to postsecondary education faced by low income and potential first-generation college students.
- Professional or personal experiences in overcoming barriers similar to those confronting Participants.
- Ability to confidently and frequently make and implement high-level decisions in the best interest of the student participants, TRIO staff and NCTC that demonstrates thorough knowledge of program and compliance requirements.
- Must have previous experience in counseling or assisting special student populations. Must exhibit an aptitude, interest, and ability to deal effectively with disadvantaged students.
- Must have a good working knowledge of two-year college’s goals, transfer requirements and technical-occupational training.
- Must have a theoretical and applied understanding of college student personnel services and developmental/transitional education programming
Preferred Skills & Abilities
Required Experience
- 3 years’ experience in the areas of staff supervision; budget management; program development and evaluation; reporting, and compliance with federal regulations.
- 5 years’ experience with federal TRIO programs, academic support programs, or similar programs for disadvantaged college students.
- Experience in administrative management, student support services, or related field.
