Advanced Technologies and Laboratories International, Inc. (ATL) has partnered with Navarro Research and Engineering, inc. to form Hanford Laboratories and Management Integration (HLMI). We are seeking applicants for one open Subcontract Technical Representative (STR) position for the 222-S Laboratory, a DOE facility specializing in the analysis of highly radioactive samples. Work location is in the 200W Area of the Hanford Site near Richland, WA.

Job Description:

Responsible for developing procurement strategies, initiating procurement actions, administering, and providing technical, schedule, cost control and oversight for subcontracts, both broad in scope and complexity. Serves as liaison between the Project Team, Procurement Department, and Subcontractor regarding technical and/or administrative issues after award of purchase order, contract, or agreement and ensures work activities are successfully completed per the stated terms and conditions.

Responsibilities:

Using discretion and independent judgment, serves as the liaison between the subcontractor, Procurement, and members of the Project Team (e.g., Engineering, Quality Control, Health and Safety) and other organizations to perform assigned duties and responsibilities.

  • Serves as the primary approver on Contract requisitions, Contract Change Requests (CCR), and invoices.
  • Provides day-to-day oversight and administration of subcontracts in accordance with Procurement procedures and STR qualifications. Acts as primary point of contact for all communications between the subcontractor and HLMI for day-to-day technical matters.
  • Monitors the progress and expenditures of the subcontract to ensure funding limitations or period of performance are not exceeded.
  • Interfaces with the subcontractor and Finance/Accounting to obtain and document monthly subcontractor accrual information.
  • Performs invoice reviews to assure pay request are in accordance with contract requirements and that technical reviews are complete and sufficient backup documentation is attached.
  • Implements, supports, and monitors procurement reporting systems to meet project requirements.
  • Complies with HLMI policies and procedures.
  • Ensures ISMS Principles are incorporated into organization’s activities.
  • Ensures schedule commitments are met and/or develops recovery plans when dates are projected to be missed or project schedule has been accelerated.

Senior STRs have these additional responsibilities: Under minimal supervision this position will:

  • Under minimal supervision, qualify and perform as a fully competent Senior STR to initiate and coordinate the development of Subcontract Statements of Work (SOW) and ensure technical evaluation criteria is included for solicitation. Initiate compliant Contract requisitions that are diverse in scope and complexity and all required/applicable documents. Review submitted Contract requisitions and Contract Change Requests (CCR) and perform as initial reviewer and approver on routed Contract requisitions and Contract Change Requests (CCR).
  • Leads procurement planning discussions relating to acquisition strategy development activities.
  • Provides guidance to less experienced Buyer’s Technical Representative (BTRs) regarding proper subcontract management techniques and program administration. Mentors BTRs in order to build depth in this area within the organization.

Minimum Qualifications:

  • Bachelor’s degree (BA/BS) in related field and 5 years’ relevant experience, or equivalent combination of education and/or experience.
  • Excellent interpersonal and communication skills needed to facilitate project milestones.
  • Must be able to clearly and concisely communicate with peers, subcontractors, Procurement, Project Team and/or senior management.
  • Must be able to demonstrate an extensive understanding of Statements of Work (SOW), requirements, deliverables, schedules, quality levels, procedures, invoicing, Asset Suite, technical evaluations, kick-off meetings, subcontract execution and close-out.
  • Proficient in the use of MS Office and Adobe Acrobat.

Preferred Qualifications:

  • Bachelor’s degree (BA/BS) in related field and 8 years’ relevant technical, operations, or field experience, or equivalent combination of education and/or experience.
  • Extensive understanding of policies and procedures relating to procurement and subcontract management methods and techniques to include Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
  • Technical background in field or design engineering.
  • Strong at reasoning, creative thinking, and decision making.
  • Proficient in the use of HLMI/site computer programs such as, but not limited to, Asset Suite, IDMS, iCAS, EAM and Costpoint.
  • Extensive knowledge and understanding of policies and procedures relating to procurement and subcontract management methods and techniques. This will include but is not limited to Hoisting and Rigging, Electrical Safety, Excavation, Lock and Tag, Rad Con, Chemical Management, and other intensive site requirements.

Annual Salary Range (based on full-time 40 hours per week)

Subcontract Technical Representative Grade Level 16: $73,050 - $116,650

Subcontract Technical Representative Grade Level 18: $88,250 - $141,350
