HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.


SUMMARY:

The purpose of the Payroll Supervisor is to manage staff in payroll operations and all associated activities and functions in alignment with the processing of in-house electronic payroll for all MTA Agencies. The job requires managing the timely response and resolution of all customer inquiries and documents via the Siebel Service Request (SR) System and Universal Content Management (UCM) System that services all MTA Agencies totaling approximately 70,000 employees. Position oversees of all aspects of Payroll, such as but not limited to, garnishments, W2 and W4 processing, and finance integration.


RESPONSIBILITIES:

  • Assist in the selection, training, development, and motivation of personnel within the department.
  • Provide career development for subordinates.
  • Provide prompt and effective coaching and counseling.
  • Responsible for discipline of employees when necessary.
  • Support management review of staff performance.
  • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Monitor, coordinate, assign Service Requests (SR) and UCM requests to appropriate Payroll personnel. Track staff productivity and manage SR and UCM queues to ensure minimal backlog. Open Service Now tickets as needed for payroll department and Create ADHOC queries as needed using SQL Developer and PS Query.
  • Establish and maintain a process as to how cases/documents are handled to ensure order consistency.
  • Act as liaison between Payroll and Customer Management Center (CMC) for escalated/unresolved issues payroll related issues, such as but not limited to garnishments, system enhancements, system integrations, etc.
  • Resolve all pay process issues that require special handling immediately and effectively to maintain compliance in paying employees timely, such as but not limited to reviewing and approving priority employee tax requests or updates.
  • Coordinate with Accounts Payable to address outstanding vendor payments, i.e., IRS, Child Support payments.
  • Liaise with NYS Child Support unit regarding questions pertaining to orders.
  • Generate ad hoc UCM Count reports for quality control audits.
  • Manage the remittance process for all mandatory and voluntary deductions.


  • Oversee the file transmissions from ATS UTS and KRONOS timekeeping systems into PeopleSoft.
  • Run post confirm jobs, send advice and check files over for all agencies.
  • Run Transit SQL reports for bi-weekly transit payroll runs.
  • Upload spreadsheets for deduction overrides and off cycle runs.
  • Schedule and automate payroll jobs with Control-M as needed.
  • Run Pension jobs for all agencies and verify reports prior to loading.
  • Send off cycle check files over for all agencies.
  • Troubleshoot VDC interface files.
  • Verify positive pay exceptions.
  • Member of the interface team. To liaise with MTA IT and troubleshoot process instance failures and work with IT to resolve complex system issues.
  • Assist management and direct staff members in the processing of all union deduction requests such as but not limited to Gross Wage Increases and Retro-active Wage Adjustments as directed by the Collective Bargaining Agreements and the Office of Labor Relations.
  • Other responsibilities:
    • Create special pay calendars as needed.
    • Maintain and update union tables in PeopleSoft.
    • Set up and test RWA tables prior to running in HCPRD.
    • Map TRC codes to earnings program.
    • Print and Transmit Annual W-2's.
    • Manage cyclical and period end processing for management reports, including weekly, monthly, quarterly, and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.).
  • Other TCU duties as assigned.

EDUCATION AND EXPERIENCE:

Required

  • Bachelor's degree in Accounting, Finance, Business or a related field or an equivalent combination of education and experience may be considered in lieu of a degree; and
  • Minimum of five (5) years' experience in Payroll related activities including a minimum of 1 year payroll processing or garnishment experience for a large organization.
  • Minimum of two (2) years' experience with PeopleSoft Payroll or a comparable system
  • Demonstrated leadership or project management experience.


Preferred

  • Minimum of 1 year supervisory and/or comparable leadership or project management experience in a payroll production environment.
  • Understanding of MTA finance policies, practices, and procedures.
  • Working knowledge of service request management tools.
  • Knowledge of Shared Services.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.
  • This is a resume-based position and is technically covered by the Transportation Communications Union (TCU) collective bargaining agreement.

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $108,638 (this figure is subject to change) per year or if the position is designated as a policy maker.
