SCHEDULE
Regular Full-Time Position (Evening)
Must be available Sunday to Saturday from 1:00 pm to 11:00 pm to include holidays.
Must be flexible with schedule changes to meet operational needs.

Regular Full-Time Position (Night)
Must be available Sunday to Saturday from 11:00 pm to 7:00 am to include holidays.
Must be flexible with schedule changes to meet operational needs.
JOB SUMMARY
1. Supervises personnel and operations for assigned area(s).
1.1. Ensures operations of assigned area(s) meet regulatory requirements.
1.2. Ensures staffing and work assignments meet operational requirements.
1.3. Hires, trains, develops and appraises staff.
1.4. Develops, implements and monitors appropriate audit systems.
1.5. Participates in, leads and facilitates meetings and teams.
1.6. Develops, promotes and maintains a positive work environment.
2. Assists coordinator/manager with activities to support the company mission, vision and strategic goals.
3. Develops and implements improvements.
4. Represents management and the company.
RESPONSIBILITIES AND DUTIES
1. Ensures operations of assigned area(s) meet company requirements and customer service goals.
1.1. Evaluates performance of assigned area(s) in relation to established goals using appropriate data and personal observation.
1.2. Assists coordinator/manager in setting departmental standards of quality, productivity, and performance and in developing and implementing monitoring systems.
1.3. Develops, implements and monitors appropriate audit systems to ensure accuracy, validity and confidentiality of departmental processes, as assigned.
1.4. Delegates responsibility and authority appropriately.
1.5. Ensures staffing and work assignments meet operational requirements.
1.6. Develops, evaluates, and maintains procedures.
1.7. Communicates relevant information to team members, coordinator/manager and other appropriate people in a timely and appropriate manner.
1.8. Investigates and addresses incidents involving patients, employees, clients, visitors.
1.8.1. Handles situations using appropriate company policy or procedure.
1.8.2. Consults manager or other appropriate resource.
1.9. Plans, organizes and implements procedures for the efficient use of supplies and equipment.
1.10. May perform one or more of the following duties as needed:
1.10.1. Phlebotomy
1.10.2. Accessioning of specimens
1.10.3. Specimen processing
1.10.4. Urine toxicology collections
1.10.5. Breath alcohol testing
1.11. Toxicology:
1.11.1. Coordinates toxicology collection activities.
1.11.2. Provides advice to clients regarding regulations and technical issues.
1.11.3. Serves as primary operator of random selection software and manages client random selection process.
1.11.4. Supports marketing for client setups, followups and maintenance of client files.
1.11.5. Conducts training for internal and external personnel.
1.11.5.1. Obtains and maintains required certification to perform and conduct training.
1.11.5.2. Develops and updates training procedures and materials.
1.11.5.3. Performs collection site visits.
1.11.5.4. Maintains training documentation.
2. Ensures operations of assigned area(s) meet(s) state, federal and other regulatory requirements and accreditation requirements as applicable.
2.1. Ensures the availability of technical supervision in accordance with regulatory agencies, as applicable.
2.2. Implements and maintains quality control/assurance programs, as required
3. Assists in developing and implementing plans within scope of responsibility to meet organization's strategy.
4. Hires, trains, develops and appraises staff appropriately.
4.1. Plans and coordinates training, development and assessment of staff.
4.2. Takes corrective action as necessary on a timely basis in accordance with company policy.
4.3. Consults with manager and Human Resources as appropriate.
4.4. Ensures proper documentation.
5. Assists coordinator/manager in preparation of departmental budget and monitoring budget compliance.
6. Keeps abreast of changes in industry and makes recommendations and implements changes with coordinator/manager's approval.
7. Develops and implements improvements for assigned area(s).
7.1. Identifies opportunities for improvements.
7.2. Analyzes appropriate data and information needed to make decisions.
7.3. Researches and selects solutions.
7.4. Implements and monitors changes.
8. Participates in, leads and facilitates meetings and teams.
9. Prepares reports and documents for manager and other relevant people, as assigned.
10. Ensures working environment that provides maximum safety and health and encourages safety awareness among employees.
10.1. Ensures that employees perform duties using safe work techniques and procedures in accordance with OSHA, state and federal regulations and DLS policies and procedures.
10.2. Reports unsafe work conditions, injuries/illnesses and incidents in a timely and proper manner.
11. Identifies and analyzes problems; makes decisions and takes appropriate action(s).
12. Assists internal and external customers with questions, concerns, problems, etc.
13. Develops, promotes and maintains a positive work climate and effective working relationships with internal and external customers.
14. Maintains attendance as scheduled/assigned, consistent with DLS policies and procedures.
15. Participates in continuing education/in-service programs and in management and laboratory administration related courses.
16. Models the behaviors consistent with the mission, vision, and core values of the organization.
17. Maintains confidentiality of information in accordance with company policies and procedures.
18. Performs other duties as required.
JOB DEMANDS
Communication Demands:
- Able to read, analyze and interpret professional journals, technical procedures, and governmental regulations, as appropriate.
- Able to write reports, business correspondence and procedure manuals.
- Able to effectively present information and respond to questions from groups of internal and external customers.
Typical Physical Demands:
- Requires manual and finger dexterity; eye-hand coordination.
- Requires clear vision at 20 inches or less and ability to distinguish and identify color.
- Requires corrected hearing to normal range.
- Performs occasional lifting, carrying, pushing or pulling supplies weighing up to 35 pounds.
- May perform the following activities on a continual or intermittent basis:
- Standing or sitting up to 4 hours
- Typing/keying up to 4 hours
- May require wearing of personal protective equipment (PPE) such as but not limited to lab coats, gloves, face shields.
- May require frequent ground travel to various locations and air travel.
- Toxicology: Requires occasional work at off-site locations that may be isolated and outside of normal business hours.
Typical Working Conditions:
- Potential for inadvertent skin, eye mucous membrane, or parenteral contact with blood or other potentially infectious materials possible. Work environment includes conditions common to a hospital/laboratory environment, including working directly with potentially hazardous chemicals and/or patients with communicable diseases.
- Generally works in an indoor, air-conditioned area.
QUALIFICATIONS
Education:
- Two (2) years of college, associate degree in Medical Technology or related field; OR
- High school diploma or equivalent, relevant training, and comparable work experience.
Experience:
Two (2) years patient care, laboratory or public contact experience required.
- One (1) year of supervisory experience preferred.
- Satellites: Outreach (outpatient) laboratory experience preferred.
- Toxicology: Individual and group teaching/training experience preferred.
Certification:
- Certification as a Phlebotomy Technician by American Society for Clinical Pathology (ASCP) , American Society of Phlebotomy Technicians (ASPT), (American Medical Technologist (AMT) or California State License (CPT I and CPT II) is preferred.
Skills:
- Ability to communicate effectively in English, both in verbal and written form.
- Ability to work effectively both independently and with a team.
- Excellent customer service skills.
- Effective coaching skills.
- Intermediate personal computer skills including MS Word, MS Excel, MS Outlook and routine database activity preferred.(Ex: email, create letters, format data, use tables, insert objects.)
- Preferred: 96% accuracy at 30 wpm for typing and at 7,000 ksph for 10-key.

- Must possess a valid State of Hawaii (or equivalent) motor vehicle license and a current, acceptable traffic abstract.
- Must meet additional requirements of contracting agencies, such as obtaining a security clearance.
