The Air Force Research Laboratory is currently looking to fill a DO-0501-03 (GS-14 equivalent) supervisory position. The primary purpose of this position is to provide financial management expertise within AFRL. AFRL is responsible for executing Air Force strategic development planning and leading operational experimentation to support the SECAF & CSAF in strategic decisions meeting current and future AF needs. As a key strategic financial specialist, this position will look at integrating and streamlining business practices across AFRL, to provide full life-cycle decision support across Planning, Programming, Budgeting, and Execution (PPBE).
Position duties include but are not limited to:
  • Supports enterprise and mission priorities at all levels. Branch Chief to the FM Division Chief. Advises & provides counsel to employees regarding policies, procedures & directives of leaders. Mentors & promotes career development & training for subordinate employees.
  • Leads the execution of expert financial analysis throughout the branch. Directs employees in the use of methods of analysis sufficient to ensure financial aspects of research & program forecasts, reports, plans, & strategies are consistent with DAF goals & strategic initiatives.
  • Researches & determines or recommends appropriate actions for issues that impact the organization. Ensures fiscal law, policies, regulations, principles, standards & procedures are properly applied. Ensures team attendance in training & directs team in all aspects of DoD planning, programming, budgeting & execution of programs.
  • Directs, coordinates & oversees work through subordinate employees to accomplish short & long term priorities. Ensures that staff are effectively utilized to meet organization & customer needs, considering experience, training & abilities.
  • Creates & implements concepts, procedures & processes required to support AFRL projects & programs. Establishes metrics & methods of analysis to assess the efficiency & effectiveness of the FM Division.
  • Demonstrates a mastery of, & skill in, applying innovative FM practices, techniques, & methodologies to identify, analyze, & resolve issues ensuring resolutions are consistent with mission objectives.
  • Performs expert level FM work related to budget formulation & execution, financial analysis, governance, operations, cost analysis, accounting, & program control. Reviews & guides revisions of supporting documentation for FIAR audit trail.
  • Collaborates, interacts, coordinates & meets with key customers & coordinating officials to assess customer satisfaction, explain organization policies & procedures & resolves issues.
  • Increase enterprise collaboration among Msn Orgs and free up dollars for other critical investments by leveraging other Msn Org expertise, and by defining opportunities to develop cross-msn org technical programs responding to warfighter needs.

Required Qualifications

  • United States Citizenship
  • This position is Noncritical Sensitive. Applicants must possess or be eligible for a Secret clearance
  • This is an APDP position requiring Level/Tier 4 (Advanced) Non-Critical certification in Business-Financial Management (K).This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The selectee will have 24-months to meet APDP requirements or a waiver must be obtained. Applicants for this position must list any acquisition certifications and status as an acquisition corps member in their resume.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • This is a supervisory position. If the selectee is being assigned to a supervisory position for the first time, then they will need to complete a series of required supervisory training courses and complete a one year supervisory probationary period.
  • The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties
  • PCS Assistance may be authorized
  • Remote or fulltime telework may be authorized

Desired Qualifications

  • Desired Master’s/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master’s degree.
  • 10+ years of extensive work experience with increasing levels of complexity within the financial management career field.
  • Experience planning, organizing, and overseeing team activities by developing goals, objectives, policies, and organization design.
  • Experience leading teams responsible for analyzing data, preparing detailed responses, and determining most appropriate recommendations for unresolved problems.
  • Experience with successfully interfacing/collaborating with business partners across multiple functions outside of financial management.
  • Experience leading and implementing process and organization reform.
  • Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
  • Exceptional leadership skills to include setting clear expectations, motivating employees and driving accountability to garner desired results.
  • Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations.
  • Experience in building program plans and budget justification products.
  • Experience in providing written and oral communications to senior leaders.
  • Experience with solving complex issues which span multiple internal and external organizations.
  • Candidates at the DO-02/GS-13 or equivalent grade level (or mid-level industry experience) or higher will be considered for this position.
