JOB SUMMARY:

Responsible for assessing staffing needs based on information gathered from a variety of sources, obtaining additional staffing resources as needed, and assuring that staffing resources and nursing unit needs are appropriately matched on a weekly, daily, and shift basis. Also responsible for coordinating all payroll activities, and managing and processing information related to staffing, scheduling, and payroll activities.

ESSENTIAL DUTIES :

Maintains an accurate and complete master staffing schedule for the nursing department.

Reviews posted nursing staff schedules submitted by nurse managers; brings need for scheduling adjustments to the attention of managers.

Makes arrangements to secure schedules and assigns float and supplemental staff (contingency and agency staff) to meet the needs of each unit, taking into account the skill levels and experience of the supplemental staff and consistent with nursing policy.

Develops and maintains individual assignments of all float pool and contingency staff.

Keeps current as to performance of float staff and conformance with applicable work agreements to recommend assignments, discipline, etc.

Assigns and re-allocates staff to correct staffing deficiencies and maintain staffing levels, as defined by Hours Per Patient Day requirements, for each unit for each shift.

On a shift by shift basis, collects data from each unit on census acuity, number and distribution of scheduled staff.

Sets priorities for filling requests by utilizing knowledge of current staffing shortages in each unit. Resolves problems with managers or charge nurses in situation where requests are in excess of available staff. Solves problems which occur during a shift which necessitate floating of staff.

Communicates with units regarding changes in staffing resulting from ill calls, vacations, holidays, and cancellations by agencies or other unusual circumstances.

Keeps on-going written records of all changes in the schedules of float, agency, and contingency staff, including last minute sick calls. Re-evaluates staffing needs as changes occur.

Acts as a resource person on all matters relating to staffing and scheduling decisions; applies knowledge for both urgent problem solving and long-range planning needs.

Maintains records on the average staffing requirements of each nursing unit based on budged FTE.

Maintains accurate and complete staff records and files, i.e. attendance records, contingency pool commitments, prn commitments, etc.

Provides data for development of annual departmental staff budgets.

Prepares, maintains, and distributes administrative and management data and reports.

Generates monthly costs analysis reports and weekly labor distribution and productivity reports.

Participates in the development of departmental policies and procedures related to staffing and scheduling.

Performs selected administrative functions as assigned.

MINIMUM QUALIFICATION(S):

High school diploma or equivalent required.

Two (2) years of related experience, including scheduling and staffing and experience in a healthcare environment or an equivalent combination thereof required.
