Position Summary:

The PRISM division of OSD, CAPE maintains business applications to support the Planning, Programming, Budgeting, and Execution (PPBE) process. This includes the Department of Defense Resources Data Warehouse (DRDW). Current DRDW, RSM and FSM system consists of multiple Red Hat virtual servers managed via Oracle VM Manager (OVM). As part of DRDW team, the incumbent will provide the following system administration / hardening tasks:

Key Responsibilities:

• Apply automated and manual STIGs, operating system patches, and COTS software updates
• Create server certificates
• Regularly clone virtual machines as part of system patching
• Maintain compliant Risk Management architecture. All STIGs are applied or mitigated. Cooperate with IA teams to achieve and maintain ATO (Authority-To-Operate) status.
• Monitor ACAS reports and maintain compliance.
• Ensure systems remain optional with minimal downtime 24-7.
• Ensure access controls are maintained.
• Maintain Production, Staging, and Development servers.
• Manage backups using IBM Spectrum Protect software.
• Design / test / deploy COTS migration including Oracle Fusion Middleware integration and management, capacity planning, application, and network performance tuning,
• Participate in Cloud migration efforts.

The incumbent may also be required to provide limited development and integration support for managing the DRDW and other web application systems in PRISM including Oracle Fusion Middleware, Oracle Business Intelligence Server (Oracle Analytic Server), Oracle HTTP Server. The OBIEE system typically undergoes a version upgrade/migration every 3 to 5 years. In addition, PRISM currently has plans to migrate the current on-premise platform to a cloud platform that may require DRDW and other web applications to migrate to a new COTS solution.

Qualifications & Experience Requirements:

• At least five (5) years of information systems management experience managing COTS in Web Application environment.
• At least five (5) years COTS solutions integration and deployment experience in Government systems.
• DoD’s Risk Management Framework – process, task reports and A&C/Cybersecurity
• Red Hat Linux 6/7/8, BASH
• Strong System integration
• SQL
• COTs installation and configuration experience with the following: Oracle Fusion Middleware, and Oracle Data Visualization Desktop
• Familiar with Data Modeling, Data Warehousing, Agile Software Development, Software Development Life Cycle concepts, and implementing BI tools such as Oracle Analytics Server, Oracle Business Intelligence, Microsoft PowerBI.
• Familiar with architecting Business Intelligence (BI) or Web Application system solutions
• SDLC knowledge
• Strong STIGS knowledge
• Writing Documentation, user guides, training manuals
• Security+ CE

Preferred Qualifications:

• COTs installation and configuration experience with the following: WebLogic 12c, Oracle Database 12c, Oracle Http Server 12c
• Oracle Analytics Server (Analytics/Data Visualization)
• Assured Compliance Assessment Solution (ACAS)
• Security Compliance Checker (SCC)
• Familiar with on-premise / cloud web development and DevOps concepts and tools.
• Familiar with PPBE process, data structure (program, budget, and acquisition) with BI solutions and related products and systems
• HTML/CSS, Java Script, VBScriptPL/SQL, CVS, IIS

Security Clearance:

Interim Secret or Higher clearance
