Systems Interoperability and Integration Engineer SME (EPASS-HN)
Job description
Successful candidate will provide EPASS Advisory and Assistance Services to the Command, Control, Communications, Intelligence, and Networks (C3I&N) Directorate (AFLCMC/HN) at the AF Life-Cycle Management Center (previously the Electronic Systems Center). The C3I&N Directorate’s primary mission is: Connecting Warfighters with Affordable, Secure, and War-Winning Cyber, C3I and Network Systems. The Directorate provides C3I connectivity, network, and infrastructure between Joint, Coalition, AF, and Allied countries space, air, terrestrial, and cyber domains. The Directorate in headquartered at Hanscom AFB, MA with 11 other operating locations. This position will have to interface with a team of military, Government civilian, contractor project managers and FFRDC/A&AS support personnel in the day-to-day activities associated with management of HN’s projects, programs and initiatives.

Specific Responsibilities:
The successful candidate must have the following knowledge, skills, abilities, and experience in performing all tasks defined below:
Provide knowledge and experience in technical requirements development, planning, cybersecurity implementations, Information Assurance (IA), system/ program protection implementations, Electromagnetic Environmental Effects (E3) analysis, spectrum management, standards implementations, information technology (IT) analysis, engineering and technical analysis, test and control functions necessary to assure that the integrated system elements satisfy compatibility and performance requirements (i.e., operational, technical, derived, horizontal, and inherited) established over the life cycle of weapon systems. This includes, but is not limited to: Command, Control, Communications (C3), IT, and ISR system of systems interoperability analysis; C3 and ISR technology analysis; machine-to-machine data flows and exchanges technology analysis and testing; mission planning processes and technology analysis and testing; information technology analysis; architecture development and analysis; Communication Security (COMSEC) management process and technology analysis and testing; Communications engineering; interoperability testing; standards conformance; encryption technology analysis and development; National Security Agency (NSA) testing and certification; E3 testing; spectrum certification and supportability; cybersecurity and IA certification and accreditation; analysis of protection technologies for Critical Protected Information (CPI) and technologies; technical adequacy and compatibility of system interfaces; and unmanned and manned aircraft integration. Includes knowledge and experience in developing and analyzing weapon system interfaces, technologies, and solutions that allow the standards-based and secure interaction between the weapon system, C3, and ISR system of systems; and providing engineering capability in support of embedded (within weapon physical, power, and environmental constraints) communications and other information technology systems and subsystems that facilitate weapon employment in secure, networked environments.
Examples of the integration knowledge, experience, and skills required are indicated below:
- Secure User Interaction with Networked C3, IT, and ISR System of Systems. Knowledge and experience in developing technical requirements, technical documentation, technical approaches, acquisition strategies, technology modernization strategies and plans, weapon system integrated solutions, test methodologies, capabilities, and analyses required to satisfy warfighter requirements to securely interact with land-based, sea-based, airborne, and space platforms, systems, and networks typically employed in strategic, theater, and tactical air operations.
- Secure User Interaction with Legacy and 4th, 5th, and 6th Generation Manned and Unmanned Combat, C3, IT, and ISR Systems. Knowledge and experience in developing technical requirements, technical documentation, technical approaches, acquisition strategies technology modernization strategies and plans, and weapon system integrated solutions, test methodologies, capabilities, and analyses required to securely interact machine-to-machine with land-based, sea-based, airborne, and space platforms, systems, and networks typically employed in strategic, theater, and tactical air operations.
- Secure User Interaction with Multi-Service Strategic, Theater, and Tactical Logistics IT Systems. Knowledge and experience in developing technical requirements, technical documentation, technical approaches, acquisition strategies, technology modernization strategies and plans, and weapon system integrated solutions, test methodologies, capabilities, and analyses required for weapon systems to integrate with agile combat support planning and control IT systems that enable inventory control by lot or serial number or Radio Frequency (RF) Identification or Communication Security (COMSEC) components, shipping, and expenditure tracking.
- Experience using the Sparx and or Magic Draw applications for development of DoDAF 2/SysML architecture products.
General Responsibilities:
- Works with assigned administrative, and matrixed acquisition support, financial management, engineering contracting, configuration and data management, and other staff.
- Works with the Oasis Task Lead and Oasis teammates to document processes, and initiate and implement AFSO21 Rapid Improvement Events, Training Events and mentoring sessions for all task personnel.
- Responsible for developing Integrated Master Schedule inputs, as well as tracking and reporting on Progress for assigned program(s).
- Develops, reviews, and approves plans, schedules, and other technical documentation.
- Facilitates and supports Division meetings and reviews, team building, strategic planning, and other on- and off-site activities.
- Assists as needed in preparing and reviewing program/project documentation, e.g. Determinations and Findings, Justifications and Approvals, Requests for Proposals (RFPs), Statement Of Objectives (SOOs), Statements-of-Work (SOWs), Program Implementation Packages (PiPs), Performance Works Statements (PWS), Systems/Technical Requirements Documents (SRD/TRD), Contract Data Requirements Lists (CDRLs), Program Support Agreements (PSA), EMAs, 1067s, etc. and assist in source selections.
- Performs other duties as required.
