Job Title: Talent Acquisition Specialist

Department: Human Resources

General Statement of Duties: This role provides support to the Talent Acquisition team throughout the hiring process and owns the TA administrative process. As a TA Specialist, you will partner with the TA team and hiring managers to identify strategies to best attract and identify talent for the Agency. The TA Specialist will support full life cycle recruiting efforts to include sourcing and screening candidates, setting up interviews, extending offers, onboarding and orientation. The Specialist will also assist with reporting and data as needed to effectively inform strategy for human resources and recruitment projects. The ideal candidate will be self-motivated, proactive, possess a strong work ethic and passion for meeting people, driving engagement, and building relationships.

ESSENTIAL JOB FUNCTIONS: The following is a summary of the essential functions of this job. The incumbent may perform other duties, both major and minor, that are not mentioned below, and essential functions may change from time to time.

  • Work closely with the TA team and hiring managers to understand position requirements, required skills, team culture, job profile, and other key success factors to develop effective recruitment strategies for assigned requisitions.
  • Effectively utilize recruitment tools such as job boards, Indeed, LinkedIn, and social media channels to look for and proactively engage with potential candidates.
  • Maintain strong relationships with key recruitment contacts such as local schools, associations, and job boards.
  • Support various projects such as strategic sourcing, building diverse talent pipelines, and talent acquisition operations initiatives. Participate in appropriate events as decided on by Leadership.
  • Create and implement end-to-end hiring processes to ensure a positive experience for candidates for each assigned requisition.
  • Track and maintain a pipeline of candidates in the applicant tracking system. Maintain this system, provide recruiting reports and manage the overall integrity of data for TA. Identify potential risks or issues and take corrective measures.
  • Support the daily recruitment activities related to Talent Acquisition including, but not limited to, the coordination of job postings, candidate screenings, interview scheduling, offer letters, and the applicants’ initial on-boarding experience.
  • Provide guidance to candidates through the application, interview and onboarding process while building rapport and maintaining frequent touchpoints.
  • Send recruiting emails and follow up with candidates and hiring managers in a timely manner; encourage and empower hiring managers to make effective and timely hiring decisions.
  • Provide regular updates to the broader TA/Recruiting team via weekly team meetings and emails.

  • Process required documents through HRIS systems to ensure accurate record-keeping and proper documentation of new hires.
  • Lead the completion of all tasks in the new hire onboarding process and collaborate with cross-functional partners including payroll, IT and other stakeholders as relevant.
  • Participate in implementation of new Talent Acquisition technology and process improvements.
  • Perform customer service functions by answering employee, manager requests and questions.
  • Remain current on all related employment law.
  • Ensure protection from abuse, neglect, mistreatment, and exploitation in regard to the health, safety, comfort, and well-being for the people we support by adhering to all related policies.

Required Knowledge, Skills and Abilities:

  • Working understanding of human resource principles, practices and procedures.
  • Knowledge of applicable federal, state and local laws regulations, ordinances, and policies.
  • Strong work ethic and sense of integrity, trustworthiness and ability to maintain a high level of confidentiality.
  • Ability to work flexible schedules which may include evenings and weekends.
  • Ability to travel to various offsite locations throughout the area in both Oneida and Lewis counties.

Education and Experience: Any combination equivalent to education and experience that provides the required knowledge and skills. Typical qualifications would be equivalent to:

  • Bachelor’s degree from an accredited college or university with major course work in Human Resources, or other related field.
  • Two years’ professional experience in Human Resources or related field; preferably in a recruitment position.
