The Treasury, Taxation & Vehicles (TTV) department is looking for a Tax Roll Supervisor in the County Clerk’s division. The County Clerk’s division is responsible for creating and maintaining property ownership, tax records, calculating the annual tax roll, sending estimated tax notices, compiling reports, and assisting taxing authorities in the annual budgeting process. This job is responsible for all administrative aspects of the department/agency requiring the development of procedures, methods and policy applications. This job prepares reports and policy recommendations and participates in long-range planning for administrative needs within the department/agency. This position has supervisory responsibilities for several dissimilar functions or services at the Administrative Support III or IV level. This job determines staff needs and is accountable for results produced.

Job duties include:

  • Supervises a group of tax roll specialists; determines, modified, and implements policies, procedures, and methods to improve operations; designs and uses spreadsheets and databases to interpret and organize information; provides customized reports to others in the work unit. Encourage positive customer service interactions with the public and fellow departments by ensuring inquiries are answered correctly and timely. Address inconsistencies through coaching, training, motivating, and mentoring.
  • Manages and administers complex process of annual mill levy and property tax calculation as prescribed by Kansas law for real estate, personal property, excise, heavy truck (16-20M), commercial vehicle, recreational vehicle, and watercraft more than $1.5 billion for the county and all county taxing subdivisions (56) such as state, county, cities, townships, schools, fire districts, etc. including cross jurisdictional taxing districts (Douglas, Wyandotte, Miami, Leavenworth, and Franklin). Performs duties requiring professional knowledge of accounting; reconciles, monitors, and resolves non-routine and complex problems; performs duties that have department/county/statewide impact.
  • Coordinates, manages, and oversees the taxing subdivisions budgeting processes as prescribed by Kansas law and the Department of Administration. Prepares files and specialized reporting to taxing subdivisions for audit purposes. Communicates important dates and reminders to taxing authorities on behalf of county. Provides taxing subdivisions guidance on the budgeting process and establishes mill levy rates based off their requested revenue. Generates and reviews taxing subdivision budget letters which include preliminary assessed values, calculated Revenue Neutral Rate (RNR - same amount of revenue as the previous year using the current years assessed values and previous years mill levy rates), outstanding BOTA hearings (impact values) and tax increment financing information. Coordinates taxing subdivisions special assessments which are additional non ad valorem revenue that can be added to the tax bill by law, sewer, mowing, curbs, road maintenance.
  • Generates and reviews estimated tax notice files, monitor, and subsequently hold accountable taxing subdivisions intent to exceed or not exceed their revenue neutral rates as prescribed by Kansas law. Prepares files and coordinates with our mail vendor to verify quality and accuracy of notices (250,000+). Approves final proof and tracks the progress of vendor to ensure items are being mailed in a timely manner.
  • Provides advice and counsel to members of the department/agency’s head’s functional work area; exercises discretion in department/agency policy interpretations, resolves a wide variety of operational problems requiring sound judgement; recommends exceptions to policies that are subject to review.
  • Supervises several dissimilar or specialized functions each with unique training requirements; devises procedures for complex or specialized functions; anticipates and develops procedures/tools to prevent or solve unusual problems; analyzes short and long-ranges needs. Supervises specialty tax abatement incentive programs; TIF, NRA, PILOT, IRB, EDX, RHID as well as additions (subsequent) and reductions (abatements) to the tax roll because of valuation, dividing and/or combining property or legal description changes.
  • Creates and maintains databases, generates unique reports, creates complex spreadsheets; gathers statistics based on information compiled from various sources to draw conclusions and make recommendations; diagnoses and resolves software/hardware problems using substantive computer/software knowledge. Actively participates in and leads special projects for the Tax Roll Administration team, as well as countywide initiatives, such as Orion, and other related systems. Researches and recommends process and system improvements.
Job Requirements

High school diploma and four years of administrative support experience is required. One year of supervision is required. Must pass a background check. Education may substitute for experience and experience may substitute for education.

Bachelor's degree in Business Administration, Accounting, Public Administration, or related field is preferred.

Certified Public Manager (CPM) is preferred.
