Programs, Community Affairs Division
This is a temporary position associated with one-time federal funding under the BIL WAP program. The position is estimated to be filled through approximately December 2025, with possibility of extension. This position is fully remote but the position will be considered headquartered in Austin, Texas, and may be required to be present at headquarters for in-person meetings, legislative hearings, etc.
GENERAL DESCRIPTION:
Performs highly advanced (senior-level) planning, procedural, and research work to aid in the ongoing successful administration and development of the Department of Energy (DOE) Bipartisan Infrastructure Law (BIL) Weatherization Program in the Community Affairs (CA) Division. Work will also include coordinating with other Department Divisions and state agencies, and providing consultative services assistance to staff, governmental agencies, community organizations, or the general public. Work involves coordination of multiple programmatic efforts, managing of tasks and timelines, and project management to improve business processes and inform policy. Works under minimal supervision of the Director of the CA Division, with significant interaction with the Division management team and Deputy Executive Director of Programs, along with Division staff. The position provides for extensive latitude for the use of initiative and independent judgment.
SPECIFIC JOB RESPONSIBILITIES:
- Determines trends, analyzes problems to arrive at possible alternative solutions and provides written planning tools, policy and operational documentation for the program.
- Collaborates with Division management and staff in work related to all the program to accomplish goals and programmatic improvements.
- Reviews, analyzes and evaluates the impact of regulations and policy changes on the program and/or division.
- Serves as primary contact for, and performs all handling, of complaints.
- Serves as primary point of contact for the program.
- Develops and manages timelines and task lists, and ensures the implementation of tasks among group members.
- May work with procured vendors and/or program subrecipients as a resource on program.
- May assist with drafting requests for proposals related to the program and overseeing the progress of such requests through completion.
- May coordinate and prepare information for stakeholder groups specific to the DOE BIL Program including but not limited to affordable multifamily property owners’ groups.
- May coordinate program requirements with other state agencies, including but not limited to the Texas Historical Commission.
- Collects, researches, organizes, analyzes, prepares materials and serves as primary point of contact in response to requests for information and reports including but not limited to:
- Requests from legislative offices
- Requests from the Executive Director and other Executive team members
- Public Information Requests (PIRs)
- Audit items, and
- Allegations of fraud, waste and abuse.
- Assists with organization and maintenance of electronic data files for the Division.
- May prepare or oversee the preparation of planning documents, research data, applications and/or reports. Plans and prepares reports, correspondence, studies, forms, manuals, and publications; prepares notices or agendas for meetings and hearings.
- May plan for and represent the Division and Department at roundtables, public meetings, public hearings, industry conferences, and similar events. Makes presentations and provides training/technical assistance to community and professional groups to stimulate interest in the program.
- May coordinate meetings, conferences, and seminars and prepare related materials.
EDUCATION/EXPERIENCE:
- Graduation from an accredited four-year college or university with major coursework in urban or regional planning, economics, business or public administration, information science, or a field related to the position is highly preferred
- Must have some experience in planning and/or project management work.
- Experience working with a variety of teams and leadership in ensuring the work of a program is kept on track and organized.
- Experience in analyzing state and/or federal laws, regulations and statutes desired.
- Education and experience may be substituted for one another on a year for year basis.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of government organization, practices of public administration, government programs, project management, and planning methods.
- Ability to plan, organize and support the work of a group of people; to gather, assemble, correlate and analyze planning tools, timelines and checklists for complex administrative and operational problems.
- Familiarity with planning and project management software, tools and methods.
- Expertise in the use of Microsoft Excel.
- Ability to evaluate research data and communicate analysis and policy initiatives effectively.
- Must possess excellent written and oral communication skills.
PHYSICAL REQUIREMENTS:
- This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
- The employee must be able to lift and/or carry up to 25 pounds. Must be able to push and/or pull up to 25 lbs
TRAVEL: Must be willing to travel up to 25%
OTHER:
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
