The Illinois Department of Revenue is seeking to hire a Public Service Administrator to provide technical and policy assistance to the Assistant Division Managers, as well as to the Division Manager of the Field Compliance Division within the Audit Program area. This position confers with the manager(s) to provide information as to the status of ongoing audits, to obtain guidance in resolving controversial or complex legal and/or technical tax issues and personnel issues. This position compiles computerized informational reports to assist with monitoring Auditor Levels, Auditor production, Aged Audit Levels to the Assistant Division Managers as well as the Division Manager. The Audit Program area performs both field and desk audits of taxpayers’ books and records to ensure compliance with all Illinois tax statutes. The majority of employees are in the Revenue Auditor career series and are physically located throughout the State of Illinois as well as in major metropolitan areas throughout the United States. In addition to audit activities, the Program is involved in the development and review of legislative proposals as well as Department regulations.

Job Responsibilities
- Compiles, prepares and monitors various GENTAX reports and data cubes/dashboards identifying areas of concern with respect to staff productivity, efficiency, timeliness, and quality.
- Serves as a technical advisor over Sales & Miscellaneous Tax field audits for the Division.
- Attends management meetings, meetings with Assistant Division Manager's staff, and Revenue Audit Supervisor meetings.
- Serves as the leader of year-end testing and other major Division projects, as assigned by the Division or Program Administrators, (e.g. implementation of new programs).
- As designated by the Division Manager, reviews and approves telecommunication bills for the Sales & Miscellaneous Taxes field Audit staff.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four years of college preferably with coursework in administration, accounting, tax accounting or tax law.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance with related tax auditing work.
Preferred Qualifications
- Four (4) years of experience working with sales & miscellaneous taxes.
- Three (3) years of experience working with current Federal and Illinois Tax laws, rules, and regulations.
- Two (2) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
- Four (4) years of experience in testing, monitoring, troubleshooting, and implementing system changes.
- Four (4) years of experience communicating effectively at all organizational levels by organizing and presenting material both orally and in writing.
- Two (2) years of current experience in utilizing GenTax, MyTax Illinois, or similar tax processing software.
- Four (4) years of experience preparing and maintaining complex statistical and informational reports.
- Four (4) years of experience with Microsoft Office Suite or similar word processing/ spreadsheet/ database software.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to lift and carry tubs of work weighing up to 25 pounds.
- Requires physical ability to perform assigned tasks.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
