SUMMARY
Arcticom, LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Technical Business Analyst / Co-Product Owner for Log IT Modernized Portfolio contract at WPAFB. The Technical Business Analyst / Co-Product Owner will be responsible for collaborating with partners and customers to co-develop a roadmap, drive products and features from concept to launch for the Foundational Logistics IT Enterprise System (FLITEs). Additional responsibilities include, reviewing business needs, refining priorities, defining milestones and deliverables, identifying opportunities and risks; all while working in a fast-paced, Agile environment.
Responsibilities:
ESSENTIAL DUTIES & RESPONSIBILITIES

- Recognize inconsistencies and gaps in a complex business process.
- Facilitate scoping and requirements elicitation sessions for projects.
- Build, sustain, and leverage relationships with persons within his/her area of immediate responsibility when gathering, validating and approving requirements.
- Remain impartial in requirements discussions; confirm understanding by all parties involved when validating requirements.
- Gain an understanding of the stakeholder's business culture and priorities, the need for different modeling techniques used when gathering requirements, the corporate standards for documentation, methods for prioritizing requirements and tools for tracking requirements.
- Work with business to develop a business case including return on investment, soft benefits and any regulatory/compliance issues.
- Document effectively in requirements discovery sessions and meetings.
- Identify sources of requirements, possible interfaces and affected users.
- Maintain the group focus, leads the discussion toward stated goals and manages the group dynamics in facilitation requirements gathering sessions.
- Proficient in all areas of requirements elicitation (facilitation, process modeling, requirements documentation)
- Review vendor supplied user, administration and training documentation for improvements and impacts to our systems and processes.
- Author Agile product backlog items and facilitate refinement sessions for highest priority stories in Agile product backlogs, in collaboration with IT and business roles and stakeholders, including product owners, developers, software quality analysts, and requestors.
- Transfer knowledge of story writing and story grooming skills to key roles within IT and business.
- Collaborate with peers and related roles to establish guidelines and recommended practices for story writing and story grooming across the organization.
- Works with cross-functional teams and various stakeholders, including analytics, design/user experience, engineering, and user enablement.
- Turns data insights into products with actionable outcomes to the ultimate customer.
- Partners with stakeholders and customers across the organization to inform the product vision, strategy, features, and prioritization.
- Co-develops, owns, and executes product roadmap.
- Works with users to define the self-service user experience, support, and monitoring for customers.
- Translates product roadmap features into well-defined product requirements including features, user stories, and acceptance test criteria.
- Prioritizes and maintains the sprint backlog for assigned products, balancing the requirements of stakeholders.
- Leads the product functional design process based on an intimate knowledge of the users and technology.
- Promote and demonstrate Agile values and principles.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)
- Five (5) years data analytics experience
- Five (5) years’ experience with Software Development Life Cycle Methodology and practices
- Two (5) years’ experience with Software Testing Life Cycle Methodology and practices
- Five (5) years’ experience in requirements management
- Two (2) years of experience with continuous integration/continuous delivery operations
- Two (2) to five (5) years development experience to include Java, J2EE, Java Script, HTML, CSS, SVN, Eclipse, and PL/SQL.
- Bachelor of Science Degree, preferably in computer science or related major
- Must hold or be able to attain a Secret Security clearance; requires U.S. citizenship
Knowledge, Skills, Abilities, and Other Characteristics
- Advanced computer skills with proficiency in Microsoft Word, PowerPoint, and Excel
- Proficient in Jira / Confluence
- Proficient in Agile story writing using standard industry formats
- Excellent analysis and collaboration skills
- Must be effective and efficient in identifying and proposing creative, innovative solutions to resolve complex, time-critical challenges
- Excellent written and verbal communication skills
- Ability to develop, prioritize and accomplish goals
Preferred
- Familiarity with the Air Force environment

Job is performed in an office setting & telework environment with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
