Title: Technical Officer, Health Systems & Local Partner Strengthening

How will you fight for an AIDS-free generation?

The Technical Officer, Health Systems and Local Partner Strengthening will work as a key member of the Catalytic Initiatives and Program Optimization unit, under the leadership of the Associate Director Program Optimization and Health Systems Strengthening. They will serve as the institutional focal point for and provides technical assistance to country teams in the development and management of health system strengthening and local partner capacity building activities to improve the outcomes of programs and healthcare services.

The ideal candidate for this position is a person having solid experience in strengthening various aspects of health systems, particularly in Sub-Saharan Africa or similar resource-limited settings; strong communication, analysis and documentation skills and experience working across multi-departmental and multi-disciplinary teams. In addition, strong people, information technology, project management, evaluation and presentation skills are imperative.

No two days are alike at EGPAF, but what can you expect in this role?

Core & Strategic Responsibilities:

  • Spearhead EGPAF’s Health System Strengthening Strategy and continuously review and refine where necessary
  • Serve as the institutional focal point for and maintain a strong working knowledge of the HSS/localization field
  • Provide technical assistance to advance the transition of EGPAF supported programs and functions to national partners;
  • Support TSI teams in the operationalization of strategies and concepts to be put into practice at the global and country level.
  • Guide the development of processes and tools to support technical and programmatic capacity building and systems thinking for the Foundation
  • Develop strategies and frameworks for HQ in Washington, DC to operationalize strategy documents and improve communication and scaling of successful activities across the Foundation.
  • Lead digital health business analysis, management, and design for Technical Strategy & Innovation (TSI) and work with the Digital Health and Analytics team to create and scale up digital solutions.

Health System Strengthening, Local Transition, and Capacity Building

  • Provide TA to country programs to facilitate local transition planning, develop assessment tools to effectively assess the capacity of national partners, and support monitoring of EGPAF TA
  • Manage the scale up of DISC across EGPAF programs and the continued customization and updating of the platform to ensure alignment with technical innovation and end user needs.
  • Lesotho and Uganda’s global focal point for local partner transition activities.
  • Collaborate with SI&E and country programs to track data on capacity assessments, TA to EGPAF sites and local partners, and assess trends in national partner capacity over time
  • Serve as the technical manager for the HSS & Capacity Building site on EGPAFConnect.
  • Document EGPAF TA and capacity building work with national partners through the packaging of TA materials and their internal and external dissemination.
  • Maintain a working knowledge of donor and policy trends regarding local transition, and participate in external fora related to transition.
  • Supervise and work with internal and external groups in the design of TA trainings and local partner transition documentation in various countries and global projects
  • Develop and maintain linkage to relevant external fora related to transition and HSS topics;
  • Support the Public Policy and Advocacy team in HRH and sustainability advocacy with donors, implementing partners, and research institutions.
  • Build EGPAFs visibility in these areas through presentations at external events, participation in WHO and USG working groups, and developing abstracts/technical briefs
  • Contribute to new business development and writing of proposals in these areas

Digital Health & Knowledge Management

  • TSI focal lead for the Center of Digital Excellence (CODE) to work with the Data Analytics & Digital Health Team to support countries develop digital tools to improve beneficiaries’ access and quality to care and increase country team capacity in the use and creation of digital solutions.
  • Identify opportunities for the creation or scale up of digital health tools to enhance project performance and health systems.
  • Co-lead the virtual engagement working group to improve MSA’s use of digital technologies through the curation of the Virtual Engagement technical portal and the MSA Meeting 5-minute feature.
  • Curate the CODE Portal, provide digital guidance for project implementers, and document country and global digital solutions.
  • Support technical assistance activities that focus on digital solutions to provide expertise and guidance and facilitate cross learning across the foundation
  • Lead documentation efforts to strategically share lessons for internal and external audiences working within and across departments
  • Design and implement effective knowledge capture and sharing activities across the Foundation using platforms, such as SharePoint, Microsoft Teams, Power BI and Power Apps
  • Facilitate organizational capacity building in systems thinking, data-based decision making, knowledge management and continuous improvement

To be successful, you will have:

  • A graduate/post graduate university degree in public health, business administration, and/or program management and evaluation, preferably with a focus in HIV/AIDS or equivalent degree (or proven equivalent experience)
  • Experience in health governance, health financing, human resources for health, health service delivery, supply chain management, health information systems, fostering country ownership, community health systems, local partner strengthening and/or health system quality
  • Excellent verbal and written communication skills in English (required) and French or Portuguese (highly desired)
  • Demonstrated expertise in data analysis, developing best practices papers, newsletters, program briefs, or journal articles;
  • Specialized training in improvement of health systems, digital health, evaluations, data analysis, project management, business administration will be a major plus

Bonus points if you have:

  • Demonstrated expertise working within multi-cultural and multi-national teams in developing countries, including with Ministries of Health and/or other implementing partners.
  • Demonstrable experience with the Microsoft Platform (any of the following: Microsoft Office, Power BI, SharePoint, Power Apps, Teams) and/or experience with data management (e.g. DHIS2) and visualization software
  • Proven ability to work effectively as member of dynamic team in fast-paced environment
  • Capacity and motivation to acquire new knowledge and skills in a short time
  • Ability to make critical decisions independently, motivate teams, take initiative, manage multiple priorities and meet deadlines
