Job Title: Technology and Operations Control Manager

The Technology & Operations Control Manager is responsible for overseeing the Internal Audit, External Audit, and Regulatory reviews of the Chief Technology and Operations Organization (CTOO). The incumbent is responsible for reporting the preparedness and will provide a comprehensive independent first line testing assessment of controls and policies designed to comply with regulatory requirements, guidelines, and frameworks established by applicable state and federal regulatory agencies. Additionally, the incumbent will provide leadership and guidance to optimize team and individual performance while providing technical insights on developments in banking laws, regulations, and financial reporting requirements.

Provides oversight on special projects and other IT associates relative to the planning and execution of risk and control related projects over multiple disciplines. Provides support to the CTOO and other Senior Leadership for briefings to the Audit Committee, the Executive Committee, and the Board of Directors while maintaining influential relationships with executive and senior management, external auditors, and regulators.

What You’ll Do at Arvest: (Other duties may be assigned.)

  • Continuously provide oversight and lead teams of individuals to assess business unit and corporate risk, evaluate controls, and recommend change that reduces risk.
  • Provide oversight and organization to technology and operations associates for the planning, staffing, and execution of risk and controls related to multiple disciplines.
  • Develop, implement, maintain, and ensure adherence to the organization's IT compliance policies, standards, and processes for the purposes of assessing, monitoring, reporting, and escalating compliance-related issues.
  • Collaborate with Arvest’s Second-Line Compliance and Enterprise Risk, Internal Audit, and CTOO teams in the design and implementation of risk assessments, control identification and regulatory compliance practices for the company’s technology and operations departments.
  • Direct compliance monitoring and reporting activities within the organization's technical teams.
  • Review and mature technical (IT) policies and transformation by testing business processes to identify efficiencies, key objectives, and the optimal level of risks.
  • Investigate and manage key interdependencies that impact risk across technology and operations while developing and monitoring strategies, goals, and processes that assess the level risk for the purpose of ensuring maximum audit and compliance.
  • Communicate and negotiate appropriate resolution of issues identified that may impact other functional areas and/or bank-wide direction while ensuring that IT management does so, as well, and report issues to senior management to finalize audit reports.
  • Coordinate the IT component for regulatory examinations and for both internal and external audits.
  • Provide input into associate training and development and provide guidance and education of IT professionals in risk and control techniques.
  • Coordinate the annual risk assessment process and formulate a technology and operations review plan for multiple areas of responsibility while maintaining current knowledge of change in the banking industry, laws, regulations, and requirements of federal and state examining agencies.
  • Maintain influential relationships with senior management, internal auditors, external auditors, Audit Committee members, and regulators, and provide any needed assistance.
  • Oversee and/or participate in audit process development projects.
  • Work with regulators and ABA on comments for proposed rule and regulation changes and ensuing control environment changes.
  • Understand and comply with bank policy, laws, regulations, and the bank's BSA/AML Program, as applicable to your job duties. This includes but is not limited to; complete compliance training and adhere to internal procedures and controls; report any known violations of compliance policy, laws, or regulations and report any suspicious customer and/or account activity.

Supervisory Responsibilities

Directly supervise 2 or more associates in the CTOO Division. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.



Responsibilities:

Toolbox for Success:

  • Bachelor’s degree in business, preferably in Accounting, Finance or Information Technology, or equivalent risk-related financial experience required.
  • 10 years of internal audit or equivalent risk management experience or at least 3 years at the Audit Process Manager role required.
  • Thorough knowledge of the theory and practice of bank accounting and operations; a thorough knowledge of auditing principles and practices, as well as a thorough understanding of banking laws/regulations, required.
  • Proven ability to lead and engage with top level management and regulators required.
  • Professional designation (CPA, CISA, CIA, CRCM, CFIRS, CAMS, Series 7, etc.) preferred.
  • Relevant military experience is considered for veterans and transitioning service members
