The City of Richmond Department of Information Technology is seeking to fill an Application Support Specialist position within the Enterprise Applications Team. The incumbent will provide key, hands-on technical work to perform, analysis, development, implementation, enhancement, revision, and maintenance of automated computer systems supporting the City's Enterprise Applications.

Duties include but are not limited to

• Develop, execute, and manage Oracle PL/ Microsoft SQL programs units procedures, functions, packages.
• SharePoint site administration and technical support.
• Technical support to city’s intranet platform (Granicus/WordPress)
• User Management and administer onboarding of new members to applications.
• Review COTS applications and understand the configurations and assist customers in diagnosing issues, troubleshooting, and providing solutions.
• Administer time management applications for onboarding new members.
• Producing deliverables including, but not limited to:
  • Requirements, technical specifications and business process models/documentation.
  • Change Control Requests
  • Deployment Plans (including conversion plan)
• Perform additional duties and projects as assigned by management.
• Completing all work in accordance with City standards.

Qualifications, Special Certifications and Licenses

QUALIFICATIONS, SPECIAL CERTIFICATIONS AND LICENSES

• 
  Experience working in intranet technologies like SharePoint/ Granicus/WordPress.
• Working knowledge in creating reports using PL/SQL procedures and familiarity with any one of reporting tools such as Oracle Reports/EIS/Power BI.
• Experience with tools like TOAD /SQL developer/ Microsoft Excel.
• Must be able to manage priorities and handle simultaneous demands; willingness to work in a fast paced and demanding environment.
• Excellent verbal and written communication skills.
• Collaborating with other systems personnel for technical programming guidance and system knowledge; communicating with and supporting various internal and external departments.
• Converting business requirements into technical designs; creating and maintaining required documentation for programs, testing, and other required deliverables.
• Educating clients on the use of reports from the functional stand point; and finding opportunities to automate manual work in the excel spreadsheets.
• Demonstrated abilities in listening actively; solving complex problems; thinking critically and decide the best way to address a problem.
• Must meet performance standards including attendance and punctuality.

MINIMUM TRAINING AND EXPERIENCE:

• Bachelor's degree in computer science or related field.
• 2 years of experience in systems/reports development using Oracle Reports with PL/SQL skills.
• 1 year experience in any one intranet technologies like SharePoint or WordPress.
• 1 year experience in any Microsoft technologies (Word/Excel/Power Point)
• An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED TRAINING AND EXPERIENCE:

• Direct experience as developer working with Oracle/Microsoft SQL database/applications.
• Technical fluency in relational databases. This includes solid SQL and PL/SQL skills;
• Preferred experience in the areas below.
  • SharePoint
  • WordPress
  • Granicus.
