THE ROLE:
As part of the Office of Equity within the Commissioner’s Office, the Title VI Equity Specialist collaborates and coordinates with multi-disciplinary teams inside and outside of the Department to support all aspects of CTDOT’s Title VI Program. This position is responsible for helping develop, monitor and report on the Department’s Title VI Program activities to meet Federal and state laws, regulations and requirements. This role requires advanced project management and program development skills to help advance the agency’s understanding and consistent application of Title VI, Environmental Justice and Limited English Proficiency. The Title VI Equity Specialist will take a lead role in conducting program reviews, compiling submissions, participating in federal reviews, providing training and analyzing equity analyses for fare and major service changes.

- Assess departmental risk for non-compliance.
- Provide technical assistance and implement best practices to support equity goals and regulatory requirements.
- Be responsible for collecting and updating data.
- Maintain documentation and assist in the review and analysis of statistical data pertaining to transportation needs, activities and programs.
- Prepare or assist in the preparation of charts, maps, graphs, diagrams, and other illustrative materials to assist with agency planning activities, and the preparation of reports and publications.
- Participate in preparation of agreements and contracts.
- Review reports, studies, and surveys in compliance with department standards and needs and state and federal laws and regulations.
- Coordinate activities or projects with local, regional, state, and federal agencies, consultants and stakeholders as required.
- Review consultants’ work.
- Investigate and respond to public inquiries and complaints regarding transportation programs, activities and/or projects.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for independently performing a full range of tasks in conducting transportation planning studies, programs and documentation activities pertaining to the State transportation planning program.
EXAMPLES OF DUTIES
- Conducts planning studies relative to all transportation modes for the movement of people and goods;
- Directs surveys related to safety, environmental studies, land use, suburban and urban population changes and transportation needs;
- Develops, coordinates and evaluates transportation programs;
- Collects, analyzes and updates data related to impacts of transportation facilities, projects and programs and makes recommendations based on this analysis;
- Performs trend, economic and environmental analyses of transportation related data;
- Prepares statistical and written reports and environmental impact statements;
- Reviews studies, surveys and technical documents for conformance with department standards, needs and state and federal laws and regulations;
- Provides planning assistance and coordinates activities and projects with local, regional, state, and federal agencies, private consultants and stakeholders;
- Investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects;
- Reviews proposed legislation and distributes information;
- May perform site analysis work;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
- For state employees three (3) years of experience as a Transportation Planning Assistant 2 or Transportation Engineer Technician may be substituted for the General Experience.
- Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS

- Experience developing mitigation strategies to address adverse impacts.
- Experience with data analysis and identifying socio-economic impacts.

- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
