About Workforce & Business Development…

The Workforce & Business Development Program (W&B) provides all services under the Workforce Innovation and Opportunity Act (WIOA), as well as provides business development services. In addition to overseeing the WIOA and Special Grant Programs that assist eligible Pike County Adults and Youth facing serious barriers to employment, the W&B also offers free income tax preparation and financial literacy classes. Some of the W&B Services include Career Readiness Workshops, Computer Classes, Occupational Classroom Training, On-the-Job Training (OJT), Apprenticeships, and Work Experience. We are also a partner of OhioMeansJobs (OMJ). The OMJ Career Center offers free resources for job search, career planning, and resume development. Services offered to area small businesses (including start-ups) are the Business Resource Network (BRN), small business classes and one-on-one technical assistance, job postings, on- and off-site interviewing, as well as the Small Business Loan Program (offering small business financing in Jackson, Pike, Ross, Scioto, Adams, Brown, and Lawrence Counties).

Position Impact and Purpose…

The Transitions Case Manager Coordinator holds accountability for the ongoing operations and the success of Transitions Program, which is part of the Community Action Committee of Pike County. Reporting to the Workforce & Business Development Assistant Director, the TCMC serves to establish a culture of organizational excellence through its policies, procedures, and practices; to operationalize the mission, vision, and strategic plan of CAC; and to ensure the efficiency and effectiveness of the program, which includes accountability for innovative approaches to help those impacted in the area by substance use disorders return to the Workforce. By setting comprehensive goals for the performance and growth of the Transitions Program, the TCMC leads employees and encourages maximum performance, engagement, and dedication.

  • Proactively plans for the growth and success of Transitions Program. Drives Transitions Program to achieve and surpass objectives for program growth, customer experience, quality care, and other performance measures set by Workforce & Business Development.
  • Assists Transitions Program Team in managing case plans, client files, and overall client experience in a positive manner while meeting all requirements set by ODJFS.
  • Develops and nurtures key relationships within the communities we serve, seeking innovative ways to address the client’s needs.
  • Sources and explores additional funding opportunities and assists the Program Director in developing funding proposals and related reporting.
  • Ensures Transitions Program remains site visit/audit ready at all times by encouraging and leading the team towards transparency, attention to guiding principles and procedures, and continuous improvement. Commits to procedures and policies provided by CAC, ODJFS and Area Workforce Board regarding case file management
  • Plans for economic stability of Transitions Program and its related projects.
  • Ensures compliance of Transitions Program with legal, regulatory, and funding source requirements.
  • Energetically and passionately represents Transitions Program and CAC to internal stakeholders and external partners.
  • Thoughtfully and intentionally builds and nurtures a positive organizational culture supporting our strategy and engaging our employees.

Responsibilities, Deliverables, Outcomes and Expectations

  • Collaborates with Assistant Director to provide day-to-day leadership and direction of Transitions Program and services, including Work Experience Program, Peer Recovery Supporter Network, and Client Training Initiatives.
  • Researches, collects, and analyzes data and uses this information to make sound decisions and solve problems in the best interest of CAC, Transitions Program, our employees, and the communities we serve.
  • Collaborates with Transitions Program and CAC leadership teams to develop and implement plans for the operational infrastructure of systems policies, processes, and staffing.
  • Oversees the development and execution of a marketing plan aimed at increasing brand recognition, building trusting community relationships, and managing the public perception of Transitions Program.
  • Works with CAC fiscal department to ensure all funds and property of Transitions Program are maintained in accordance with CAC policies and procedures. Responsible for assisting Assistant Director on all budget preparations.
  • Assists in the preparation of internal and external reports and other documents as required by funding sources, regulatory entities, and CAC.
  • Builds, grows, and leads a strong and stable team of employees.
  • Provides coaching, mentoring, and leadership to direct reports to ensure exceptional performance in their roles.
  • Works with team members to resolve conflict in a way promoting collaboration and respect.
  • Provides meaningful input and feedback regarding employee performance.
  • Empowers employees to fully embrace their responsibilities and deliver successful outcomes for the agency.

  • Serves as part of the Workforce & Business Development Leadership Team and collaborates to promote program activities, service coordination, and continuous improvement measures.
  • Serves as a representative of Transitions Program/CAC on assigned committees and outside boards and associations as deemed appropriate.
  • Perform any and all other tasks as directed by Supervisor.


Minimum Requirements…

Education:

Bachelor’s degree required in Substance Use Counseling, Social Work, Education or other appropriately related field.

Job-Related Experience:

Minimum of 2 years of experience in professional setting, including case management and/or leadership.

Minimum of 2 years of experience successfully coaching, mentoring, and growing individuals and teams.

Licenses, Certifications, and Accreditations:

Valid Driver’s license and must be insurable under the agency insurance


  • Preferred Qualifications…
  • Preference given to individuals holding a Master’s degree in an appropriately related field of study.
  • Preference given to individuals with at least one year of experience in an Employment & Training setting.


Working Conditions…

Position is in a well-lighted office environment. This position requires occasional local and regional travel (up to 40%) for the purpose of engaging with assigned programs/departments. Occasional evening and weekend travel/work is required. Work is fast paced and involves multiple, sometimes competing priorities along with the management of complex project details. Can involve moderate-to-high levels of stress.
