Job Summary
Responsible for inspecting and reporting on virtually every phase of the construction process.
Ensure that all contract documents represented by working drawings and specifications are properly executed by the contractors. Also responsible for establishing and maintaining a professional working relationship with engineers, general contractors, subcontractors, and the general public. Performs routine semi-skilled and technical construction inspection work for environmental, water, and sewer projects and programs. Assures compliance with Federal, State, and Local codes and standards and contractual provisions are met.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Review and proofread plans, specifications, shop drawings, submittals, procedures, memos, status reports, contractor’s minimum days, delay days, change order days, and all correspondence between the engineer, testing agencies, and the contractor.
- Establish and maintain all files, submittals, daily reports, and contractor daily reports.
- Establish and maintain all engineer’s reports which include submittals, correspondence, pay requests, change orders, meeting minutes, supplemental instructions, sketches, and all correspondence between the engineer, testing agency, and contractor.
- Attends and participates in preconstruction meetings with department staff, engineers, contractors, developers, and other organizations.
- Check and verify all materials stored on and off-site for payment as well as materials used in site construction against submittals and check and verify the installation of materials and equipment.
- Inspects and approves all phases of public and private utility work to assure that the appropriate construction is completed in compliance with the plans, standards, specifications, special requirements, codes, and regulations. Issues correction notices and/or approvals as required.
- Inspects and approves construction and installation of sewer lines, water lines, water meters, hydrants, service lines, fire lines, cross-connection control devices, and related utilities and structures as assigned.
- Schedules inspections and required testing with on-site contractors, Utility officials, and other parties involved.
- Coordinates activities and schedules with utility companies, contractors, property owners, and other City departments. Resolves conflict within the scope of authority.
- Checks for proper use and placement of traffic control devices to assure compliance with the Manual on Uniform Traffic Control Devices (MUTCD).
- Provides information and responds to inquiries from contractors, property owners, staff, and the general public regarding assigned public works projects.
- Responds to and resolves public inquiries and complaints related to public works construction projects and development.
- Recommends issuance of stop-work orders on construction job sites in cases where non- compliance problems are not resolved.
- Maintains a variety of logs and daily records related to construction activities.
- Performs work in accordance with safety policies and procedures.
- Compiles information and prepares construction reports as required.
- Reviews field staking and makes revisions within the scope of authority.
- Serves as a member of the survey crew or flagging crew as needed.
- Other duties as assigned.
MINIMUM QUALIFICATIONS
- High School Diploma or GED required.
- Minimum of two (2) years of previous utility experience required.
- Must hold a minimum of a Grade 2 Distribution Certification and Grade 2 Collections
Certification or be able to obtain within 2 years.
- Any equivalent combination of education and experience may be considered.
SKILLS, KNOWLEDGE, AND ABILITIES
- Ability to communicate effectively, orally and in writing, with employees, consultants, other government agency representatives, City Officials, and the general public.
- Ability to read and interpret plans and specifications.
- Ability to establish and maintain effective working relationships with employees, contractors, other departments, and the public.
- Ability to follow written and oral instructions.
- Considerable knowledge of public works construction management, inspection, methods, and materials.
- Knowledge of contract administration and pay estimates.
- Must possess a valid State driver’s license or have the ability to obtain one prior to employment.
- Must be physically capable of moving about on construction work sites and under adverse field conditions.
PHYSICAL DEMANDS
Work is performed mostly in field settings. Considerable outdoor work is required. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand, walk, sit, climb or balance, stoop, kneel, crouch, crawl, talk and hear, and use hands to finger, handle, feel, or operate objects, tools, or controls. The employee must occasionally lift and/or move up to
50 pounds. Specific vision abilities required by this include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
While performing the duties of this job, the employee works in an office setting and in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
The noise level in the work environment is usually quiet in the office, and moderate to loud in the field. This position is not remote and working hours are Monday – Thursday 6:30 am – 5:00 pm.
