General Summary

This position involves technical work in videography and video editing for a government access cable channel and webcasting. Incumbents are responsible for operating video cameras, audio equipment and video editing equipment, and broadcasting edited and finished videos on the Village’s television station, website and social media channels.

The incumbent will work under the general supervision of the Human Resources & Communications Director or designee. No supervisory duties are assigned to this position.

Essential Duties and Responsibilities

  • Operates Council Chambers audiovisual (AV) system during Council meetings and broadcasts live the Village’s government access cable channel, the Village website and Village social media outlets, as applicable. Monitors audio and video output during live meetings.
  • Performs regular and scheduled tests of the Chambers AV system in advance of a scheduled public meeting.
  • Operates studio cameras and equipment to videotape specialty programs, utilizing studio and field lighting to achieve technical and artistic levels of lighting for optimal video images.
  • Performs duties involving studio set-up, video duplication, direction of studio and field production, video graphics, and character generation.
  • Operates computerized video editing equipment to finish programs and program segments for cablecast and internet broadcasting; takes field video footage and photos and assembles into finished programs and videos; uses editing techniques including audio adjustments, scene pacing and timing, short transitions, graphics, lighting, and digital effects.
  • Works with the Public Information Officer to develop innovative and creative video content, creating animation, special effects, graphics, and presentations for Village promotional and informational campaigns, programs, and special events
  • Covers special events as required by the Department Director and sets up and prepares mobile audiovisual equipment for onsite and offsite live streaming of Village press conferences, workshops, public meetings, special events, ribbon-cuttings, etc…; monitors video and audio quality during live-streaming.
  • Uploads finished video content and programming to the Village government access channel, website and social media outlets in a timely manner.
  • Performs preventive maintenance on all AV equipment as required; troubleshoots and corrects issues when necessary.
  • Repairs AV equipment; hires repair technician when applicable and necessary as approved by the Department Director.
  • Maintains inventory of all AV equipment.
  • Secures quotes for AV-related purchases and completes requisitions for Director’s approval.
  • Recommends improvements and upgrades to the Council Chambers AV system and video production system, as needed.
  • Responds to emergencies related to AV system outages.
  • Performs other related tasks as required.
  • Must be able to work varying shifts, evenings, holidays and weekends, when required.

Minimum Qualifications

  • Associate in Science Degree (AS) in Film Production, Television and/or Digital Production or equivalent.
  • One (1) year of prior work experience in audiovisual production and editing, such as Adobe Premier, After Effects and Pinnacle.
  • Prior experience may substitute required degree on a year by year basis.
  • Proficiency with Adobe Photoshop.
  • A valid motor vehicle operator license issued in the State of Florida.

Working Conditions and Physical Factors

  • Work is primarily performed indoors in an office environment. Must be able to work onsite.
  • Must be able to lift, carry, push and pull articles weighing up to 30 lbs.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone, email and personal contact
  • Requires the physical capability to effectively use and operate various computer and electronic equipment, such as but not limited to, TV and camera equipment, a personal computer, calculator, copier, scanner, fax machine, etc.
  • Requires sitting for an extended period of time and periodic standing, walking, climbing, carrying, bending, kneeling, crawling, pushing or pulling.
