The purpose of this position is to perform professional and administrative engineering functions and to develop and implement programs.
Essential Duties and Responsibilities:
- Prepares and reviews engineering drawings by ensuring compliance with regulations and codes and preparing technical specifications and documents.
- Performs site visits or examinations of construction projects to ensure compliance.
- Manages budget requests by preparing cost estimates for materials and researching current material and labor rates.
- Performs technical studies and evaluations to provide solutions for engineering problems and make technical recommendations to departments regarding infrastructure, construction, or repairs.
- Serves as liaison between field and office staff and provides direction to co-workers in establishing and coordinating budgets, work plans, and performance measurement tools.
- Participates in departmental design, technical reviews, mapping, geographic information system support, customer service, researching as-builts for crew support, filing, record tracking and other departmental activities.
- Performs fieldwork for environmental sampling and judging of construction proposals for adherence to applicable standards.

Knowledge:
- Civil engineering principles and practices
- Mathematical concepts
- Applicable local, state and federal laws, rules, and regulations
- Basic GIS concepts
- Engineering principles and practices in assigned area of responsibility
- Technical report writing techniques
- Cost estimating techniques
Licensing and Certifications:
- Engineer Intern Certification
- Valid North Carolina Driver's License

Working Conditions / Physical Requirements:
- Positions in this class typically require: climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
- Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Incumbents may be subjected to extreme temperatures and workspace restrictions

Required Experience
Bachelor’s Degree in a related field from an accredited college or university with at least three (3) years of experience; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
