Position Information

This position is vital to the daily operations of the Water System. The Water Protection Manager is responsible for overseeing the County’s four Water Reclamation Facilities, as well as the Water System’s Central Maintenance, Technology Support, and Environmental Compliance groups. This position is also responsible for developing and implementing the division’s budget, ensuring staff have adequate resources and training to perform their duties, and ensuring compliance with state and federal regulatory guidelines.

Essential Functions

Supervises, directs, and evaluates assigned staff: processes employee concerns and problems, directs work, counsels, disciplines, interviews and hires, and comples employee performance appraisals.

Coordinates work activities of system maintenance, water protection, environmental compliance, warehouse operations, contract and project management, and dispatching services: prioritizes work activities in order to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to County management as requested.

Assists in the development and implementation of long- and short-term plans, goals, and objectives for assigned areas: researches, assesses and develops strategies to meet current and future community water and wastewater needs.

Develops and implements budget for assigned areas: allocates department resources; monitors expenditures to ensure compliance with approved budget; and maintains related documentation.

Coordinates and manages process control, maintenance, and laboratory functions: ensures accuracy and repeatability of sample analysis; directs quality assurance and quality control functions; directs data analysis and trending; and ensures maintenance of department data and databases.

Consults and communicates with Water System administrators, County employees, outside agencies, customers, and other individuals to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations: attends and facilitates meetings; and provides information, reports, documentation, etc. as requested.

Ensures all work activities in assigned areas are in compliance with all local, state and federal water and waste water regulations and rules: initiates any actions necessary to correct deviations or violations.

Performs other related duties as assigned.

Minimum Qualifications

Bachelor's Degree in Engineering, Public or Business Administration, the Sciences or related field required; supplemented by seven years of progressively responsible experience in wastewater treatment operations, to include supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licenses and Certifications

Must possess and maintain a valid Driver's License. Georgia Wastewater Operator certification preferred.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements

Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions.
