About the Court:
Butte County Superior Court is a unified superior court operating two facilities, one courthouse in Chico, and another courthouse in the county seat of Oroville. All legal, operational, and administrative functions of the court are governed by the Presiding Judge and the Court Executive Officer. The court has thirteen judicial officers, or eleven judges and two commissioners, and approximately 135 support staff. Despite its size, Butte is recognized throughout the state as a leader in many court collaborations, including self-help services, case management system consortiums, our highly acclaimed and model civic outreach program, and numerous multi-court employee education events. Butte County is home to a community with diverse needs, and the court continually adapts to provide effective and reliable access to justice.

The Position:


This classification performs professional accounting work related to the preparation, maintenance, verification and reconciliation of accounting and financial transactions; participates in the analysis, development and implementation of accounting and financial procedures and systems; processes payroll and performs other duties as assigned.


Essential Job Functions

The following duties are typical of those performed by the incumbent in this classification; however, other duties may also be required.

  • Performs day-to-day, monthly, quarterly, and annual accounting tasks including balancing, reconciliation, deposits, transfers, adjusting entries, and preparation of accounting systems documents (e.g. vouchers, encumbrances, warrants, purchase orders, checks, fund transfers, journal entries, etc.) for approval, distribution and adherence to established fiscal controls.
  • Plans, organizes, oversees, prepares, and processes work associated with all phases of Court payroll.
  • Participates in preparation of monthly, quarterly, and annual financial statements and General Ledger maintenance.
  • Assists with fiscal information exchange between the Fiscal Services Division and either other Court divisions or external agencies.
  • Assists Court management in budget preparation including wage, benefit and other operating expense forecasting.
  • Assists with weekly, monthly, and annual cash flow monitoring.
  • Maintains employee payroll records and ensures compliance with Memorandum of Understanding (MOUs), Court Personnel Manual and legal requirements.
  • Participates in the development, maintenance and/or implementation of accounting systems, policies, procedures and standards.
  • Calculates and prepares payments for various benefit vendors and agencies.
  • Assists Court management in costing out of labor negotiation proposals.
  • Performs grant accounting functions such as billing, report preparation, reconciliations and monitoring of expenditures, reimbursements, and cash flow.
  • Monitors compliance with Generally Accepted Accounting Principles (GAAP) and Federal, State and Local fiscal policies and procedures.•Reviews, investigates, and corrects errors in financial entries, transactions, documents, and reports.
  • Performs trust accounting functions including monitoring disbursements and reconciling funds.
  • Collects, analyzes, updates and reconciles payroll and benefit data.
  • Performs fiscal adjustments to the Court’s case management system.
  • Assists with cross-training other Fiscal Services Division employees.
  • Utilizes a computer daily, with extensive work performed in Microsoft Excel.

  • Generally accepted principles and practices of accounting, auditing, budgeting, purchasing, cash management and payroll
  • Laws, rules and regulations influencing accounting and auditing operations
  • Financial management information systems including general ledger, accounts payable and receivable, and payroll
  • Applicable rules and statutes relative to California trial court functions and procedures
  • Code of Ethics for California Court Employees
  • Modern office equipment including computers, fax machines and copiers
  • Computer software applications including case management system, word processing and spreadsheet programs
  • Modern office practices such as filing, records maintenance, preparing correspondence and reports
  • Basic mathematical computations
  • Principles of English grammar, spelling, and punctuation
  • Basic public contact and customer service techniques
  • Cash handling and cash drawer balancing techniques

  • Plan, organize, assess and prioritize multiple tasks, projects and demands of the Fiscal Services Division and adjust priorities to meet deadlines

  • Work cooperatively and interact tactfully with the public, justice partners, Court employees, judicial officers and with others contacted in the course of work

  • Exercise sound judgment within general policy guidelines
  • Reason analytically and organize facts; evaluate situations and resolve problems
  • Assist with the development and implementation of Fiscal Services Division policies, procedures, and goals
  • Prepare clear, concise, and grammatically correct reports; perform research; read, interpret, and apply the requirements of technical or legal materials
  • Explain technical accounting concepts and issues, both verbally and in writing, in understandable terminology to non-accountant users of financial reports and services
  • Communicate effectively, both verbally and in writing; understand and follow through with written and verbal instructions
  • Safeguard sensitive information and maintain confidentiality
  • Attend meetings, seminars and workshops, which may include overnight travel
  • Operate a variety of office equipment including computers
  • Travel between Court facilities when required

Typical Qualifications

Any combination of education, training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education: A Bachelor’s Degree in accounting, finance, business administration, economics or a closely related field.

Experience: A minimum of two (2) years of responsible professional work experience in an accounting or auditing-related position,

Additional years of relevant accounting, financial and/or auditing experience may be substituted for required education on a year-for-year basis. Work experience in a governmental agency is highly desirable.

Licenses and Certifications: May be required to possess, or obtain by appointment date, a valid California Class C Driver’s license issued by the State Department of Motor Vehicles.

Work Environment: While performing the responsibilities of the Accountant, these work environment characteristics are representative of the environment an employee will encounter. Work is performed in an office environment with little exposure to outdoor temperatures, dirt, or dust. The incumbent's working conditions are typically quiet, but may be loud at times at some locations. The noise level and traffic level in the work environment are similar to a busy office. This role routinely uses standard office equipment. Travel to visit other branches within the county and travel to attend professional meetings and trainings in and outside of the county may be required on a frequent basis.

Normal court business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position may require occasional long hours or weekend work, however. Alternate work shifts may occur.

Salary: The salary range consists of five steps, and advancement between steps may occur annually.
Longevity Pay: The Court adds a 3% pay differential above base salary at 10, 15, 20, 25, and 30 years of service.
Holidays: Employees receive 14 paid Court holidays, including one floating holiday per year.
Sick Leave: Employees accrue paid sick leave based on hours worked. Accrual at full-time is 12 days per year.
Vacation Leave: Employees accrue paid vacation leave based on hours worked and years of service. Accrual at full-time starts at 15 days per year.
Retirement System: Membership in the Public Employees Retirement System (CalPERS). The benefit formula is determined by CalPERS regulations and is 2% at age 55 for classic members and 2% at age 62 for new members. Employees pay 100% of the employee contribution and the Court pays 100% of the employer contribution.
Insurance Plans: The Court makes available multiple health insurance plans (HMO and PPO plans), including options for employees and their dependents that are 100% employer-paid under current court contributions, or a cash-in-lieu benefit for opting out. The Court also makes available dental and vision insurance plans, which may also be 100% employer-paid for the employee under current Court contributions.
Life Insurance: The Court provides a group term life insurance policy of $25,000. Additional coverage for the employee, the employee's spouse, and/or the employee's dependents may be elected at the employee's cost.
Deferred Compensation Plan: The Court makes available a tax-deferred long-term savings plan (457) that employees may elect to make contributions to.
Employee Assistance Program: The Court makes available a no-cost employee assistance program that offers a wide range of confidential services to employees.
Flexible Spending Accounts: The Court makes available a flexible spending account that allows employees to use pre-tax dollars to pay for out-of-pocket medical and/or dependent care expenses to reduce taxable gross wages.
