Job Overview
- Government employee supervision - employee evaluation and career guidance;
- Interfaces and collaborates with the US research community, Air Force Office of Scientific Research (AFOSR), other government agencies, industry and technology transition customers;
- Determine requirements, gaps and resource allocation;
- Directs and approves the publication of results of work in scientific refereed journals and presentation of research information at technical meetings throughout the US and with international partners;
- Directs the operation and safety of multiple highly-capable, multi-user, expensive and hazardous on-site research laboratory facilities; and
- Applies knowledge and mastery of engineering or scientific method, theories and standards to resolve critical and multifaceted S&T problems through joint planning and programs with other Air Force, Space Force, DoD, US government organizations and international partners.

Required Qualifications

- Position will be filled using one of the occupational series within the Scientist and Engineering career field (0801- General Engineering, 0806 - Materials Engineer, 0855 - Electronics Engineering or 1310 - Physics. Applicant must be able to meet the OPM Qualification Standards of the position being filled. - Must be able to obtain/maintain a Top Secret clearance with access to SCI and SAP clearance as a condition of employment.
- This is a drug testing designated position. The incumbent will be subject to random testing.
- Ability to perform TDY travel approximately 25% time.
- Demonstrated experience leading teams or Integrated Product Teams (IPTs)
- Excellent verbal, oral and written communication skills for technical and senior leader audiences
- Position is eligible for situational telework and will require routine mission travel, regular classified engagements and in-person meetings that cannot always be scheduled around a regular / reoccuring telework schedule. Employee must live within the commuting area of Wright-Patterson AFB.
- Pay ranges are listed for FY23 and are subject to change with the FY23 cost of living adjustment.
- This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N); experience is 4 years; and the selectee will have 60-months to meet APDP requirements or a waive must be obtained. **Applicants must list all completed APDP certifications in their resume.
- Applicants must have at least one (1) year of specialized experience at the next lower grade DR-03, or equivalent in other pay systems. The applicant must have the ability to lead, plan and manage highly complex and innovative research to rapidly advance and transition electronic and optoelectronic microsystems and associated technologies to support the Air and Space Force next generation of advanced sensors, electronic warfare, communication and survivability systems.
- Position will be filled laterally at either the DR-03/04 level.
- PCS expenses, if authorized, will be paid IAW JTR and Air Force regulations. Centrally managed PCS costs paid by the Career Field Team. No DNRP authorized.
Desired Qualifications
- Experience with Top Secret/SCI and Special Access Programs;
- Experience collaborating with Department of Air Force stakeholders such as program offices, higher headquarters policy departments, other DoD offices, and related commercial industry partners;
- Understanding of Model Based Systems Engineering principles;
- Demonstrated ability to lead teams, build consensus, and resolve conflicts/problems across a collaborative community;
- Ability to deal with complex, non-standard situations and environments;
- Experience developing partnerships with external sponsors of technology development such as DARPA and AFOSR;
- Knowledge of Department of Air Force technology transition stakeholders including Air Force Research Laboratory, Headquarters organizations, and Major Commands;
- Ability to identify process improvement opportunities, define solutions, and iterate towards increased mission effectiveness.
