Airport Properties Specialist
Annual Salary Range $63,107.20 - $73,299.20

Job Summary:
Under direction of the Properties & Concessions Manager, performs a variety of cross-functional activities related to the Airport's property management and business development programs, including managing various activities of concessions, airlines, aviation support companies, non-aeronautical properties and related facilities such as passenger terminals, land, office buildings, cargo facilities, warehouses, hangars and other properties; prepares verbal and written reports and recommendations to management to maximize revenues from the use of Airport properties; preparing verbal and written reports and makes recommendations regarding management of operating policies and practices to improve operating efficiencies. Position is necessary to effectively manage the contractual and other legal obligations of tenants and the County. This position helps to maintain sustainable airport operations through maximization of revenue generation and provision of services to the public (community), businesses, tenants, and other airport users. This is accomplished through active property management, data collection and analysis, and tenant and stakeholder relations at Milwaukee Mitchell International and Timmerman Airports.

Essential Responsibilities:
  • Agreement and Contract Management - Administer and enforce compliance with Airport leases, contracts, permits, operating, and other agreements, standards, rules and policies, and other obligations all in accordance with federal, state, and local laws and ordinances; actively manage properties; contact tenants regarding timely and correct payments and resolve delinquent payments; administer the Airport Tenant Improvement Program; manage transition of possession of leased premises; monitor tenant construction; complete regular inspections of properties and associated facilities, document findings and resolutions; review and interpret complex airport leases, contracts, ordinances, surveys, construction drawings, grant assurances, etc.; understand and apply real estate principles/practices.
  • Lease Management System Administration - Navigate/monitor lease management system, including data management, critical dates, and completion of associated activities in a timely/effective manner, ensure data is correct/accurate, ensure timely distribution of tenant notifications, ensure proper reporting of data, monitor KPI dashboard/identify and correct undesired trends/events; review status of certificates of insurance and bonds; review tenant contract data for accuracy/completeness, update contact information on a regular basis.
  • Tenant/User Relations Management - Liaise with tenants, stakeholders and others regarding performance, procedures, responsibilities and resolution of issues; maintain/foster relationships with tenants, airport users, clients, and County stakeholders, etc.; understand roles, effectively interact with stakeholder disciplines, including maintenance, operations, planning, engineering, construction, and environmental safety; interact effectively/courteously with employees, tenants, and general public in a vibrant international aviation environment; gain cooperation through tactful discussion and persuasion.
  • Research, Analysis, and Development of Recommendations - Collect data, project revenues and costs; monitor KPI, reviews and prepare financial, statistical and operating reports; prepare clear, concise reports, records, and other written materials; communicate clearly and effectively orally and in writing; monitor, analyze various sources of data regarding financial health and operating performance, including concessions; research contracts and other sources of information in support of property and contract management, negotiations and/or to resolve tenant disputes/claims.
  • Negotiation – New Contract Support - Complete or assist in negotiation of non-concession related, non-competitive land and facility rental, contracts, and renewals, e.g., month-to-month permits and leases with potential tenants for rates, size and use of space, location, responsibility for repairs and maintenance and term of agreement.
  • Budget Support - Assist with management of departmental budget and budget development; apply accounting, financial, administrative, and business management practices/procedures; assist in resolution of delinquent accounts; analyze problems, identify alternative solutions, project consequences of proposed actions and implement effective solutions; work well under pressure and manage multiple assignments and projects.
Minimum Qualifications:
  • Must be a current resident of the State of Wisconsin.
  • Possession of a valid Wisconsin driver’s license at time of application and maintained throughout employment.
  • HS Diploma/GED with at least one (1) year of experience in Airport Management or Operations, Aviation, Property Management, Real Estate, or Concessions or similar field. OR
  • Bachelor’s degree in Aviation, Real Estate, Planning, Business, or Concessions.
  • Advanced knowledge of all related computer and software applications, such as word processing and spreadsheets.
Preferred Areas:
AAAE Certified Member, AAAE ACE, or Certified Property Manager.

Knowledge, Skills, and Abilities: Knowledge of Federal Aviation Administration and Transportation Security Administration regulations; knowledge of or ability to understand and interpret Federal, State, County and Milwaukee County Civil Service rules, regulations and ordinances pertaining to the operation of an airport; knowledge of mechanical, electrical, and structural maintenance policies and procedures; oral and written communication skills; organizational skills; and ability to work effectively and harmoniously with staff and others.
