ENSCO Mission Systems Group (MSG) is seeking an Authority to Operate (ATO), Subject Matter Expert (SME). The Authority to Operate (ATO), Subject Matter Expert (SME)) will:
- Manage and oversee efforts to obtain and maintain ATO certification of the Air Force Electronic Warfare Capability Investment Strategy (AFEWCIS) Management Analysis Tool (MAT), an online data repository and planning tool hosted on the SIPRnet
- Provide a summary schedule and technical risk assessment (with mitigation options) for successful completion/maintenance of the ATO process and certification (addressing current, pending, and future versions of the repository).
- Orchestrate and implement the process of certifying the product for use on SIPRnet, (to include: Crafting, maintaining, negotiating, and submitting ATO (and related) package paperwork, to include related Schedules and Plan(s) of Action and Milestones (PoA&Ms) and artifacts/documentation, using the Risk Management Framework (RMF) and Continuous Monitoring Strategy, and kept on systems such as enterprise Mission Assurance Support Service (eMASS) and Information Technology Investment Portfolio System (ITIPS)).
- Craft and track certification-related schedules
- Assess security controls
- Execute the Configuration Control Board and oversee the change management process
- Advise and work with the customer, other contractors and Government customers to address successful design, test & issue resolution, and work throughout the information system life cycle process to ensure adequate security considerations are built into the application.
- Work may include activities normally associated with ATO roles of the Project Manager (PM), Information System Security Manager/Officer (ISSM/ISSO), Assessment & Authorization Practitioners, Developer, Configuration Manager, Tester, and Administrator.
- Support application administration, maintenance, monitoring and execution activities to maintain certification (to include: server/application administration and RMS continuous monitoring activities) on site as required.
- Ability to obtain and maintain a SIPRnet privileged user administration token credential.
- Review technical accuracy of development documentation and assess/advise on levels of risk.
- Location of work is at Wright Paterson Air Force Base in Dayton, OH.
- Onsite - No telework or remote work authorized.
Qualifications Required (Skills)
- BS Degree and at least 5 years of technical software development experience or 10 years of experience in lieu of a degree
- Subject Matter Expertise in all aspects of:
- ATO processes
- RMF
- Cybersecurity workforce and policy
- Best Practices in secure software development, deployment, and maintenance.
- AN ACTIVE DOD SECRET CLEARANCE WITH THE ABILITY OF OBTAINING A TOP SECRET (TS) CLEARANCE WITH SENSITIVE COMPARTMENT INFORMATION (SCI) (ELIGIBILITY) IS REQUIRED FOR THIS POSITION FOR WHICH YOU MUST BE A U.S. CITIZEN
