Job description
Plans, organizes and supervises all property appraisals to ensure the accuracy, legality and equalization of property values for tax purposes. Monitors sales and statistical data used to set the value bases utilized by Field Appraisers. Participates in the most complex valuation cases.
- Obtain and analyze personal property information from commercial accounts and advise personal property clerk.
- Coordinates, schedules and oversees all property appraisal activities and assures that work is performed efficiently and according to appropriate guidelines, procedures and regulations. Provides lead direction to Field Appraisers and supervises new construction and destroyed property appraisals. Prioritizes and coordinates work with other departments, staff, consultants and agencies to ensure timely completion of work projects.
- Supervises and performs regular field inspections of commercial, farm and agricultural properties to determine fair market value as a basis for tax assessment; applies appropriate schedules and valuation methods to compute assessment values and determine appropriate building and depreciation schedules. Sets farm values for the Open Space Program. Participates in or conducts the most complex property appraisals; conducts some industrial property appraisals within the County.
- Maintains the cost manual and cost tables. Coordinates and supervises the research and analysis of local market and field data and sales throughout the County for development of trends and depreciation schedules and to assure development of appropriate rates for mass appraisal techniques; formulates data into cost tables and establishes new value calculation programs for use by appraisers.
- Reviews all taxpayer petitions and appeals and prepares the Assessor's responses; defends valuations before the State Board of Tax Appeals and County Board of Equalization as required.
- Oversees the maintenance of computerized records and data files and develops revised or new application programs for the division to assist in completion of assigned operations. Prepares and maintains daily, monthly and annual summary reports, maps, data files and records of assigned operations.
- Responds to or supervises the resolution of inquiries, complaints and requests for information regarding area of assignment from other departments and the general public, providing information within scope of knowledge and authority, or refers to appropriate individual. Handles the more complex or sensitive issues.
- Monitors, evaluates, develops, trains staff of field appraisers according to departmental and County policy and State and Federal regulations.
- Remains current on legislation, legal requirements and ordinances affecting appraisal activities and interpret information to advise staff or subordinates of any applicable changes in procedures to reflect revised legal requirements.
- Performs other related duties as assigned.
- Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills.

Associate's degree in business, real estate appraisal or related field and three years of progressively responsible tax appraisal experience of residential and commercial properties with one year of lead or supervisory responsibilities, or five years of appraisal experience including supervisory experience.
Valid state driver's license in state of residence
Washington State Accreditation in Property Appraisal.
Successful completion of assessment administration course to aid in planning, scheduling and training of appraisal staff.
