CHILD WELFARE SPECIALIST
VECRA, Inc. has a requirement for a Child Welfare Strategic Consultant supporting the Policy Division. The Child Welfare Specialist will provide thought leadership and support to the Division Director and appropriate federal staff for the development and dissemination of child welfare knowledge on policy issues of foster care, guardianship, adoption, child maltreatment and the prevention of abuse and neglect under all relevant policies and regulations. The position serves as a subject matter expert and assists with identifying opportunities for increased program effectiveness through coordination and integration of child welfare policy issues with other divisions and offices within the CB and by working with the Department, other Federal agencies, and various external partners and grantees.
ROLES and RESPONSIBILITIES
The Child Welfare Writer/Editor roles and responsibilities include but are not limited to the following:
§ Develop, write, and revise regulations, policy issuances and guidelines designed to clarify, improve, and strengthen the management and operation of child and family services programs.
§ Develop recommendations and issue papers to generate improvements in and clarify the policies and operations of the Federal and State child and family services programs.
§ Analyze and develop written comments on legislative proposals and regulations which have an impact on children and families.
§ Analyze and develop comments and responses to GAO and OIG reports, and other studies and findings.
§ Hold the capability to interpret data from AFCARS, NCANDS, NYTD, CFSRs, and other sources, findings from research and demonstration projects, and the results of State child and family services program reviews, for policy implications and decision making.
§ Review and critique articles, books, and other materials on child and family service areas.
§ Provide information and contribute to technical assistance on programmatic policies, procedures and practices at conferences, workshops, meetings, and seminars.
§ Plan and contribute to briefing sessions for CB Central Office, Regional and State staff in child and family services.
§ Provide accurate and reliable technical advice and consultation to Regional and Central Office as well as other Federal agencies in program areas related to child welfare.
§ Respond to Regional requests for policy guidance and clarification in child welfare services.
§ Respond to correspondence and inquiries directed to the President, members of Congress and the Department concerning child welfare issues, as requested; and responds to client/ constituency correspondence, as requested.
§ Perform other duties as assigned
§ Knowledge of major legislation in the adoption assistance, foster care, child abuse and neglect, primary prevention, and child and family services areas
§ Maintain confidentiality, adhere to firewalls, and avoid appearance of or actual conflicts of interest.
§ Work with CB Division Directors and Federal staff across multiple CB and ACF divisions and program areas.
§ Interface effectively with CWIG staff and CB clients and contractors at all levels.
§ Maintain trusted advisor relationship with Federal staff and support efforts to leverage additional ICF resources that could be of value to CB's goals.
QUALIFICATIONS:
§ 8+ years of experience developing, administering, implementing and/or evaluating programs in any of the following areas: child abuse prevention, family support, child maltreatment, child welfare, foster care, adoption, the intersection of child welfare with other systems such as substance abuse treatment, domestic violence, homelessness, etc.
§ Master's Degree in Social Work, Human Services, Public Policy, or a related field preferred
§ Direct experience instead of an advanced degree may be considered.

EDUCATION
· Master’s degree required Social Work, Human Services, Public Policy, or a related field preferred.
· 8+ years of experience developing, administering, implementing and/or evaluating programs in any of the following areas: child abuse prevention, family support, child maltreatment, child welfare, foster care, adoption, the intersection of child welfare with other systems such as substance abuse treatment, domestic violence, homelessness, etc.
