Pay Range
$181,380 - $242,232 Annual (AMC.2)
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
The Office of the CFO has an opening for a Deputy Principal Associate Director Resource Manager (DPADRM) matrixed to the Weapons & Complex Integration (WCI) Principal Associate Directorate (PAD). This role will be responsible for leading and overseeing financial management for the WCI PAD, primarily the WCI Indirect and SPP portfolios, including reporting, planning, budget and funding execution activities and forecasting/analysis of key WCI budgets. The selected candidate will manage and provide oversight to exempt professional financial analysts who are responsible for financial/budget performance for the WCI PAD. This position reports directly to the WCI Principal Associate Director Resource Manager (PADRM).
In this role you will
- Provide leadership, direction, and oversight to the WPD, WSC, WTE and WI & OPS Lead Resource Analysts to assure compliance with the provisions of Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), applicable regulations, policies and procedures and achievement of Contract performance objectives.
- Lead the budget formulation, planning and execution of the WCI SPP and Indirect budgets portfolio, including annual and monthly planning, under the purview of the WCI PADRM.
- Lead day-to-day execution of and coordinate long-range strategic planning for WCI operational activities, collaborating with Program Leaders, CFO senior management, and other Laboratory staff.
- Develop strategies for increasing efficiencies and streamlining processes and enhancing budget systems and applications where needed.
- Oversee the development of highly complex financial analyses and forecasting, identify opportunities and challenges, and provide options and recommendations for presentation to senior management.
- Under the direction of the WCI PADRM, oversee, develop, direct, and implement personnel policies, procedures and workforce plans including staff development, succession planning and performance management for your direct reports and associated staff.
- At the behest of the WCI PADRM, lead or contribute to strategic financial initiatives on behalf of the WCI PAD, CFO, and Laboratory senior management, including representing the Principal Directorate on Laboratory-wide initiatives, forums, councils, and with outside agencies (external sponsors, site office) in functional area.
- Perform other duties as assigned.
Qualifications
- Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Business Administration, Accounting, Finance, or related field, or equivalent combination of education and related experience.
- Extensive experience and extensive knowledge of financial management regulations, policies, procedures, systems, and operating practices.
- Extensive problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having Laboratory-wide impact.
- Experience in leadership with demonstrated ability to motivate and inspire a diverse professional staff and collaborate with peers to achieve organizational objectives.
- Demonstrated expert communication and interpersonal skills necessary to establish and maintain effective working relationships with a broad-cross section of senior leadership and administrative personnel, internal and external to the Laboratory.
- Experience successfully negotiating and influencing various levels of personnel.
- Extensive financial knowledge and expertise with line management experience.
- Extensive experience leading strategic financial initiatives for large program areas on behalf of senior management.
- Substantial experience in direct/indirect funding and distribution mechanisms, Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS).
Qualifications We Desire
- Master’s degree in Business Administration, Accounting, Finance, or related field.
- Experience in working in the management and operating (M&O) contractor environment within the DOE/NNSA complex.
- Experience with Federal Acquisition Regulations (FAR).

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance.
