Director, Clinical Programs (Residential)

This position is located in inner SE Portland. The schedule is Monday through Friday 8:30 a.m. to 5:00 p.m.
Job Overview
The Clinical Director is responsible for oversight of Cascadia Staffed Housing services. Specifically, this Clinical Director provides oversight for a number of licensed residential facilities and supportive housing programs. The oversight of these programs includes direct supervision of Program Managers and indirect leadership with the various staff teams.
The Clinical Director is held accountable for the clinical, regulatory, and financial performance of assigned programs and the management of employees necessary to reach excellent outcomes. The incumbent is an ambassador of the Cascadia Mission and is expected to establish and maintain effective relationships with payers and community stakeholders.
The Clinical Director is also responsible for input into development and implementation of Cascadias strategic planning and goals.
Essential Duties

- Direct and operate services within site or agency area in a clinically excellent and financially viable manner.
- Provide support and training for Program Managers and program staff to fully operationalize the treatment model.
- Assist in establishing clinically excellent treatment approaches and assessing client outcomes.
- Work within the larger Staffed Housing leadership to develop consistent procedures and systems, across the division, in support of Cascadias goals, objectives and strategic mission.
- Recruit, hire and train staff in a manner that encourages and maintains diversity and cultural competence. Establish work plans and priorities for direct reports, assess progress, and take corrective action as needed; assure direct reports do the same for their supervisees. Assure performance reviews are conducted for all staff members in assigned programs.
- Along with Sr. Leadership, establish budgets and manage to the assigned budget for each program. Monitor monthly expenses through communication with program managers, fiscal staff, and senior directors.
- Assist in establishing and meeting productivity, occupancy, and revenue goals.
- Identify and direct quality improvement activities routinely within programs, and across program lines as determined by clinical leadership.
- Provide leadership for managers and direct service staff including team-building, performance motivation, and good morale.
- Assist and respond to requests for proposals, requests for new services and other growth opportunities, as well as develop and seek out opportunities to promote Cascadias services.
- Establish positive working relationships with county and state stakeholders and attend key community meetings including provider meetings.
- Provide after-hours support for programs when the manager is indisposed.
- Respect and honor the voice of clients in Cascadia service and assure client-centered planning is the norm.
- Adhere to client rights and responsibilities and assure all staff demonstrate professional boundaries and ethics.
- Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients and staff.
- Demonstrate responsibility for safety of consumers, staff and property; is familiar with fire regulations and evacuation procedures.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Assure staff involvement in collaborative treatment planning and services provisions.
- Ability to facilitate team work on a multi-disciplinary team.
- Adhere to Recovery, Trauma-informed, and Consumer-centric perspective.
- Engage in excellent collaborative opportunities.
- Impart knowledge of risk management, Evidence Based Practices, and systems of care.
Secondary Responsibilities:
- Research and implement approved evidence based practices within the program area.
- Demonstrate excellent verbal and written communication skills.
- Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
- Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
- Is able to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.
Supervisory Oversight
- Determine staffing requirements, recruit, hire, and train staff in a manner that encourages and maintains diversity and cultural responsiveness.
- Establish work plans and priorities for staff members, assess the progress of staff members.
- Provide consistent supervision and support for direct reports.
- Promote and complete annual employee training requirements on a timely basis.
- Demonstrate commitment to continuing professional development.
- Establish and manage budgets for assigned programs and monitor monthly expenses.
Strategic Leadership
- Provide strategic leadership throughout Cascadia and contribute to strategic initiatives.
- Provide customer service leadership; establish a service-first and customer-centric culture across technical staff.
- Take the initiative in thought leadership, innovation and creativity.
- Create, model and maintain a work culture that supports and values inclusion, equity and diversity.
- Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, and consultations with staff.
- Manage a budget; effectively manage resources, capacity, and costs to optimize spending and maximize the return on investment.
- Help create vision and key strategic goals as related to technology across the organization and its core competencies to develop a long-term vision of technology hardware and software solutions, as well as planning and implementation of technology roadmaps and policy.

Qualifications
Education:
Required: QMHA (Qualified Mental Health Associate) credential.
Employee must demonstrate the competencies as outlined in the Oregon Administrative Rules (OAR) to become credentialed as a QMHA. The incumbent is expected to keep certification current and in compliance with the OARs.
Preferred: Masters Degree in a behavioral science field from an accredited college or university.
Preferred: CADC credential in addition to a Masters Degree given the high occurrence of substance use/abuse.
Experience:
A minimum of two years of supervisory experience providing services is required
Additionally, four to six years experience with, and superior knowledge of, adult residential programs, including mental health services is required.
Specialized Knowledge, Skills and Abilities:
- Ability to conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
- Understand recovery model as it pertains to addictions and mental health, motivational interviewing, illness management and recovery
- Be familiar with evidence based practices, and strength based case management philosophies and strategies
- Operate computer hardware and software (including Electronic Health Record software) at a level needed to effectively perform job functions
- Ability to enter data and retrieve data and to prepare simple reports
Other:
- Possess a valid drivers license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
